Nature of Requirements:
(a) Introduction
The mandate of the Drug Analysis Service (DAS) of Health Canada is to provide high quality scientific and technical services in support of Canadian police, border services, certain divisions of Health Canada and representatives of the criminal justice system to support the enforcement of the Controlled Drugs and Substances Act and its regulations and other laws administered by the Department. This includes both regular lab exhibits as well as testing exhibits from dismantled clandestine laboratories.
DAS laboratories receive more than over 115 000 samples annually. The ever increasing number of encounters of New Psychoactive Substances (NPS), that are often isomers or analogues of presently controlled substances (CS), or are thermally labile or isobaric forces DAS to use new technologies to be able to determine with great accuracy the exact mass for all compounds found in submitted exhibits. To do this, the most appropriate technology and that is most prevalent among our international colleagues in the field of forensic science is the liquid chromatograph coupled to a quadrupole-time of flight mass spectrometer (UHPLC-QTOF). The use of this technology is paramount for the lab to issue reliable analytical results beyond a reasonable doubt for the purposes of the Canadian Courts.
Thus, the SAD projects over the next three years to acquire up to six (6) UHPLC-QTOF, two for each of these regional laboratories - Toronto,Ontario; Burnaby, British Colombia; & Longueuil, Quebec; three (3) will be acquired as soon as possible.
