Background
The City of Calgary’s Real Estate & Development Services (“RE&DS”) business unit is developing The City’s Constellation industrial park in order to meet a high market demand for industrial lots as well as to fulfill City Council’s direction (noted below). See weblink: Constellation (calgary.ca) for further information. Because of such high market demand for industrial lots and very low on City’s current inventory, as the project continues through the development / construction stage there is an ongoing need for clean fill material.

According to the Council approved Industrial Land Strategy, RE&DS has a mandate to “deliver a one-year supply of fully serviced ‘construction ready’ industrial land and a three-year supply of planned industrial land to support economic development and diversification in Calgary.”

Based on current information RE&DS has gathered, Constellation needs approximately 500,000 m3 to 600,000 m3 of clean engineered fill material in order to complete the required site grading work in 2026 in future phases. The clean engineered fill is required as the material becomes available from Contractors working on other projects. Constellation is a multi-year industrial subdivision project that requires up to 1.0 million m3 of clean engineered fill to complete site grading requirement over the next several years.

Scope and Specifications

The specifications of clean engineered fill required are as follows:

1. For 2026, Constellation needs approximately 500,000 m3 to 600,000 m3 of clean engineered fill material.

2. Fill material must be clean engineered fill that shall be:
a) Free of organic material
b) Free of any construction debris
c) Free of any stained, impacted and contaminated soil
d) Free of any noticeable odors
e) Free of any rocks bigger than 250mm x 250mm
f) Meet typical gradation requirements as general fill
g) Suitable for immediate place and compact as engineered fill upon arrival
h) Meeting Alberta Tier 1 Commercial Guideline for fine grained soil as noted in the current edition of the Alberta Tier 1 Soil and Groundwater Remediation Guidelines.
i) Accepted by City’s environmental and geo-technical consultant on City’s due-diligence criteria (desktop review and field sampling and testing)

3. Fill material quantity must be minimum 10,000 m3 per each opportunity coming from the source location.

4. Contractors are required to excavate, load, haul and dump (or stockpile) approved fill material. Site specific details will be discussed with a Contractor when material suitability, quantity and feasibility are met by The City’s sole discretion.
