Nature of Requirements:
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The National Research Council Canada’s BioAnalytical Micro-Nano Devices Group within the Medical Devices Portfolio works on the design and manufacture of polymer microfluidic devices. On a daily basis, we fabricate prototypes of such devices by machining reservoirs and micro-channels (down to 100µm width and depth) on custom hard thermoplastic blank materials that are produced in house on our own injection molding machine.
The manufacture of these structures requires the use of a highly precise CNC micro-milling machine designed to precisely machine micro-structures (down to 100µm width and depth) on thermoplastic polymers with uneven surfaces.
The work consists of supply, delivery and installation of the system at the NRC address and training on equipment use.
Constraints
The footprint of the micro-milling machine for the prototyping of plastics microfluidics devices must be less than 5.5m2 and the system must pass through a standard 36in x 80in door.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
Mandatory technical specifications
3.1. The vendor must be an authorized reseller of the equipment.
3.2. A safety switch must be located no more than 1m from the machining table. Tripping this safety switch must cause immediate stopping of all sequences.
3.3. The cutting tool positioning resolution must be equal to, or less than, 25µm for the three axes, XYZ. The cutting tool positioning repeatability must be equal to, or less than, 8µm for the three axes, XYZ.
3.4. The system must be fitted with an integrated contact measuring probe designed to locate the workpiece in the x, y and z planes and to accurately map the surface topography of the workpiece by measuring at least hundred (100) points. This sensing probe must be permanently mounted on the system, independently from the spindle.
3.5. The control software of the micro-milling machine must be designed to automatically compensate for the variations in surface topography of the workpiece collected by the integrated sensing probe without any intervention required by the user on the CAM programming.
3.6. The maximum spindle speed of the milling tool must be equal to, or greater than 40,000rpm.
3.7. The system must have a minimal machining area of 500mm (X) by 400mm (Y) by 120mm (Z) or more.
3.8. The machine must be compatible with universal g-code for the programming of the machining process.
3.9. The system must be fitted with an automated tool changer with a minimum of twenty (20) tools spaces (drill bits and end-mills) with an integrated sensor for automated tool length measurement. These options need to be seamlessly integrated with the machine control software.
3.10. The system must include a camera for visual part location during setup.
3.11. The system must be fitted with a vacuum suction table to hold the samples in place during high-speed machining with vacuum connections to connect to a vacuum pump (not supplied by the vendor). The vacuum table must have at least five (5) separate zones that can be turned on and off independently depending on the size of the workpiece.
3.12. The system must be fitted with a mist spray oil-free tool cooling system to allow for burr-free and precise machining of microfluidic channels in thermoplastic polymers. This cooling system must be compatible with ethanol as a coolant fluid.
