Full description

The objective of this study is to develop a comprehensive facility-level inventory of GHG, CAC, and other air toxic emissions from the Oil Sands Mining and Bitumen/Heavy Oil Upgrading industry at a detailed source disaggregated level. The inventory will be performed for the year 2015 with the aim of improving upon the 2006 study. The study will use an approach suitable for a rigorous Tier 3 facility level Inventory, consistent with international guidelines, such as the Intergovernmental Panel on Climate Change (IPCC) Guidelines for National GHG Inventories. Approaches to data collection, uncertainties, QA/QC and time series consistency are also to be consistent with the Guidelines. The aim is to use the best information available and to be as rigorous as is reasonably practicable within the budgeted level of effort.
For the purpose of this work the evaluation of emissions from Oil Sands Mining and Bitumen/Heavy Oil Upgrading will not include emissions from in-situ bitumen production, as they were recently inventoried in a previous study of the Upstream Oil and Gas (UOG) industry (EC 2014) and will not be duplicated here. The investigation will encompass the following activities:

Site preparation (removal of overburden)
Oil sands mining (including mining trucks)
Bitumen extraction (including crushing and hydrotransport)
Bitumen/heavy oil upgrading
Cogeneration
Waste disposal and treatment
Product transport and storage (including petroleum coke and sulphur)
Accidents and Equipment Failures

Emissions from construction activities, ancillary structures and operations (buildings, offices) are to be excluded.
