NOTICE OF PROPOSED PROCUREMENT (NPP)

This requirement is for the department of Health Canada.

Title: Retailers’ Behaviour Toward Youth Access-to-Electronic Cigarettes and Promotion at Retail

Introduction: This is a survey of retail establishments in Canadian cities, to determine the willingness of these establishments to sell electronic cigarette products (e-cigarettes) to youth and to gain a better understanding of e-cigarette product placement, accessibility and promotion, including the potential promotion of health claims, at retail outlets. Prior to sending survey teams into stores, the contractor will have to conduct a “Universe” study of the population of retailers selling e-cigarettes within each city. A final report of the survey’s findings is also required.

Estimated Value: The total value of any contract emanating from this request shall not exceed $350,000.00. This amount includes travel and living expenses and all applicable taxes.

Ownership of Intellectual Property: Crown to own Intellectual Property

Security Requirement: 1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS) with approved: Document Safeguarding at the level of PROTECTED A.

2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

3. The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed at the level of PROTECTED A.

4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.

5. The Contractor/Offeror must comply with the provisions of the:

(a) Security Requirements Check List and security guide (if applicable), attached at Annex F;
(b) Industrial Security Manual (Latest Edition)

Mandatory Requirements:

M1. The Project Manager must have completed at least two (2) projects involving mystery shoppers within the past eight (8) years that were at a national in scope and involved a sample size of 1500 or more retail outlets.

M2. The Project Manager must have experience completing at least one (1) project within the past eight (8) years conducting mystery shopping with youth in retail establishments.

M3. The Analyst must have experience in running and reporting descriptive analyses and in creating weights for a dataset. The Analyst must have performed these tasks at least twice (2 times) within the past five (5) years
