Nature of Requirements:
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Environment and Climate Change Canada has a requirement to reduce ambient noise in the lab from 85dB to 54dB and to free-up work space by purchasing an all-in-one Compressor/Nitrogen Generator, which uses 3 times less space than what is currently in place. Furthermore, the all-in-one Compressor/Nitrogen Generator will be able to provide two onsite mass spectrometry systems.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
Mandatory technical specifications
The delivered equipment must have the following specifications:
Obtain an all-in-one Compressor / Nitrogen Generator that has a nitrogen flow rate sufficient to provide two Agilent Liquid Chromatograph Mass Spectrometry systems, one 6410B Triple Quadrupole System (QQQ) and one Quadrupole and Time Of Flight System 6530 (QTOF). The all-in-one Compressor / Nitrogen Generator will also eventually provide a Thermo Q-Exactive Plus High Resolution mass spectrometry system, replacing the Agilent QTOF. It will also have to be able to provide two Q-Exactive systems eventually. The noise generated by the Compressor / Nitrogen Generator all in one should not exceed 54 dB at one meter. The size of the device must not exceed (L / D / H) 60 x 85 x 131 cm. The nitrogen generated must not contain phthalates or suspended liquid. Here are the technical specifications:
- The Genius 3022 can supply two separate 32 SLPM LC/MS-grade Nitrogen outputs at a constant 116 psig from a single unit, with an integrated compressed air supply.
- The Genius 3022 can supply Nitrogen 24/7 on demand, and meets the gas requirements ofany two standard LC/MS applications, requiring up to a maximum of 32 L/min of Nitrogen each.
- The Genius 3022 was specifically designed for operation within laboratory environments.
- The Genius 3022 only requires a 230V electrical connection for operation and is completely
independent from external compressed air supplies.
- The Genius 3022 features four integrated oil-free reciprocating piston air compressors, in a sound-reducing compartment, ensuring quiet operation.
- The Genius 3022 design comprises two individual internal gas generating systems, which ensures that if a critical component fails in one system, the other system can continue to
produce Nitrogen as usual. This minimizes the risk of 100% downtime.
- The Genius 3022 features selector switches on the front panel, so the operator can turn the individual Nitrogen systems ?ON? or ?OFF? as required.
