Summary

Region is seeking design/build services for interpretive sign
panels at Fort Massey Cemetery in Halifax, Nova Scotia.
BACKGROUND
PWGSC has been engaged by Veterans Affairs Canada (VAC) to
implement interpretive signage and anti-graffiti measures at the
entrance wall of Fort Massey Cemetery.
The cemetery is a 1.05 hectare site located on the corner of
South and Queen Streets, adjacent to Holy Cross Cemetery. It is
an open grassed site with few trees, set within the secure
perimeter of fencing on all sides. It is bounded on two sides by
residential streets, on one side by another Cemetery, and on its
final side by school grounds. The only entrance to the cemetery
is located at the northeast corner off Queen Street.The site,
which has been used as a cemetery since 1831, includes grave
markers and monuments made of various materials and a
significant number of unmarked graves. Research indicates the
interred are both veterans and civilians, presumably the latter
being family members of those in service.
The existing entrance wall at Queen Street has experienced
graffiti vandalism over the years and has become costly to
maintain. In addition, VAC has a desire to enhance the presence
of the cemetery and the visitor experience by installing
interpretive signage at the entrance.

The work will begin immediately upon contract award and to be
completed within fifteen (15) weeks.
Failure to meet the mandatory requirements (see herein) will
render the proposal as non-responsive and no further evaluation
will be carried out. The responsive bidder with the lowest
evaluated price will be recommended for award of a contract.
The requirement is subject to a preference for Canadian goods
and/or services.
