1. TITLE:
DESIGN AND DEVELOPMENT OF AN ALL-HAZARD PROTECTIVE SUIT SYSTEM
2. SECURITY REQUIREMENT:
2.1 The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Facility Security Clearance at the level of SECRET, issued by
the Canadian Industrial Security Directorate (CISD), Public
Works and Government Services Canada (PWGSC).
2.2 The Contractor/Offeror personnel requiring access to
CLASSIFIED information, assets or sensitive work site(s) must
EACH hold a valid personnel security screening at the level of
SECRET, granted or approved by CISD/PWGSC. Until the security
screening of the Contractor personnel required by this Contract
has been completed satisfactorily by the CISD, PWGSC, the
Contractor personnel MAY NOT HAVE ACCESS to (CLASSIFIED /
PROTECTED) information or assets, and MAY NOT ENTER sites where
such information or assets are kept, without an escort.
2.3 The Contractor/Offeror MUST NOT remove any CLASSIFIED
information from the identified work site(s), and the
Contractor/Offeror must ensure that its personnel are made aware
of and comply with this restriction.
2.4 Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.
2.5 The Contractor/Offeror must comply with the provisions of
the:
(a) Security Requirements Check List and security guide (if
applicable), attached at Annex "C".
(b) Industrial Security Manual (Latest Edition).
3. REQUIREMENT:
The Defence Research & Development Canada Suffield Research
Centre has a requirement for the design and development of an
All-hazard protective suit system.
Canada and its allies continue to face a complex array of
security challenges, including the proliferation and possible
use of weapons of mass destruction to disrupt Western social,
economic and government institutions. There is a need for
specialised clothing and equipment that will provide a superior
capability to plan for, interdict, respond to, and consequence
manage, incidents or events that might involve such weapons,
which provide a user with full tactical freedom during their
mission without risk to health and wellbeing.
DRDC Suffield Research Centre (SRC) has an ongoing research
programme to study and develop new approaches to body and
respiratory protection for application in military operations
and missions where hazardous and toxic compounds may be
encountered.
The objective of the contract is to develop a tactical
all-hazard protective ensemble for high threat/hazard Chemical
Biological Radiological (CBR) environments that affords the
user complete whole-body protection against unknown toxic or
pathogenic hazards whilst maintaining full tactical
freedom/functionality and prolonged operations on target.

4. EVALUATION AND SELECTION:
Mandatory and point rated technical evaluation criteria are
included in Annex "E" of the solicitation.

The responsive bid with the highest number of points will be
recommended for award of a contract, provided that the total
evaluated price does not exceed the budget available for this
requirement.
5. OWNERSHIP OF INTELLECTUAL PROPERTY:
Any intellectual property arising from the performance of the
Work under the Contract will vest in the Contractor.
6. CANADA'S MAXIMUM FUNDING AND ADDITIONAL CONTRACTOR FUNDING
Canada's maximum funding available for the contract resulting
from the bid solicitation is $700,000.00 (Applicable Taxes
extra, as appropriate). Any cost in excess of the maximum
funding will be construed as a Contractor's commitment of
additional funding to the Contract. This disclosure does not
commit Canada to pay the maximum funding available.
7. PERIOD OF CONTRACT:
It is anticipated that any contract will be effective from date
of contract to 2017-August-31.
