Academic advice - invisible disabilities
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition and description of the requirement
2.1 Main Objective of the Project
Since invisible disabilities are not captured in codes and standards, PSPC would like to seek academic advice that would be identifying ways to remove barriers with respect to invisible disabilities as it relates to the built environment. These must include proposals (i) to understand how working conditions and the working environment can be beneficial or detrimental to the physical and mental health of individuals (workers) and the impact of psychosocial risks (occupational and individual) on health; (ii) proposals aimed at improving the accessibility of the built environment and the design of accessible design solutions for domestic, clinical and urban environments, linked to a work environment; (iii) proposals to the use of technology by persons at risk of developing disabilities or those with invisible disabilities or other handicaps; (iv) proposals aimed at enhancing the accessibility of the built environment supporting urban planning and universal design, technical aids, skills required to navigate in wheelchairs, or invisible disabilities or other disabilities, as well as the social participation of persons using technical aids; (v) proposals aimed at the social integration of persons with cognitive disabilities, the education of their colleagues, the transfer of knowledge and the implementation of best practices related to improving the accessibility of the built environment and providing performance indicators to monitor these improvements.
2.2 Services required
Service included:
1. Verification and validation of requirements and objectives.
2. Research and development of the report.
3. Draft reports and final reports must be examined by a university professor.
4. Graphics, illustrations and photographs must be incorporated to detail the examples.
*Additional services may be offered for review, with associated costs.
2.3 Deliverables
Report
Provide a report with recommendations regarding invisible disabilities and accessibility of the built environment that exceed technical criteria, and provide performance indicators to track these improvements.
