Purpose of this Advance Procurement Notice
This is not a bid solicitation.
This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Department of National Defence (DND) is proposing to construct a new Jetty NJ in Halifax Harbour. The new jetty will be approximately 247m long x 29m wide with a water depth of approximately 12m. It will have a large back-up apron area and has been designed to be an all-weather jetty for the primary berthing of operational vessels, primarily the new Artic Offshore Patrol Ship (AOPS) scheduled for construction. There will be sheetpile walls linking the jetty to the shorline and a utility tunnel to house the services running to the jetty mounts.
Description of the Services
The work also includes a substation building to house the electrical distribution equipment, and shoreline and harbor bottom dredging work. The project will also involve the offsite disposal of surplus soils and dredge material. Dredging of material will be required to install the new jetty caissons on a rock mattress. The estimated value of the construction is $75,000,000.
It is anticipated that this procurement will be initiated in the first quarter of 2015. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
For this contract, Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of PROTECTED A, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of PROTECTED A issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors and sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP. Consultants/Contractors are asked to submit their request prior to January 8, 2015 quoting the following information:
- Contract number HX01037; and
- Level of clearance requested to be sponsored for.

Contractors and sub-contractors that have been sponsored through the ISP, that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Rita Godin indicating:
