Full description

His Majesty the King in right of Canada, represented by the Minister of Foreign Affairs, and the Department of Foreign Affairs, Trade and Development (DFATD), is inviting suppliers with experience in the delivery of construction services to submit a Response to qualify for repair work and construction of the perimeter wall at the Official Residence of Canada to Kenya, in Nairobi (the “Requirement”). This Invitation to Qualify (ITQ) defines the requirements for the qualification of Respondents for the Requirement. Interested Respondents are required to respond to this ITQ. Based on these Responses, Canada intends to select, in accordance with the terms of this ITQ, the Qualified Respondents to participate in the Request for Proposals (RFP) stage of the solicitation.

The implementation will include work such as:

a. Complete mobilization/demobilization, staging and site clean up;
b. Comprehensive site survey for underground utilities prior to commencement and active coordination for any utilities intersecting the construction line;
c. Strategic demolition and removal of a section of the existing perimeter wall in 11 identified phases, utilizing temporary shoring and raking props to ensure the stability of adjacent sections;
d. Construction of approximately 240-metre-long of new exterior perimeter wall in 11-phase sections to maintain security;
e. Provision and installation of 2 new security vehicle gates and one (1) pedestrian access door as per speficications;
f. Provision and maintenance of temporary hoarding and security barriers throughout the 11-phase construction cycle to ensure a continuous secure boundary.
g. All excavation, backfill and grading as required in accordance with design and construction documents, including the removal of tree roots and vegetation to prepare the wall footprint;
h. Securing all outstanding local municipal permits not previously acquired during the design development process;
i. Installation of conduits and cabling for utilities as deemed necessary and as indicated on the design and construction documents;
j. Professional reinstatement of landscaping, hardscaping, and vegetation damaged or removed during the construction process;
k. Construction of a new transformer hut and execution of all civil and structural works required for the relocation of the transformer, performed in direct coordination with the local utility provider;
l. Deployment of specialized power equipment (e.g., hydraulic hammers, power excavators) and additional labor resources to compress the construction timeline without compromising safety or quality and
m. Implementation of noise-reduction measures, dust control, and traffic management plans to minimize operational interference to the Official Residence and surrounding neighborhood.

The pre-qualified Respondent(s) will follow the drawings and scope of work that will be outlined in the Stage 2 – Request for Proposal. The RFP will include the 99% design. The construction ready documents will be issued at contract award.

Respondents must be capable of providing the full range of services required in English or French, and have the ability to travel to, and perform the construction works in Nairobi, Kenya.
