Public Works and Government Services Canada (PWGSC) intends to
retain the services of an architectural firm, acting as the
Prime Consultant, together with a multidisciplinary team of
sub-consultants, to undertake the design of a "Generic
Multipurpose Building" for Correctional Services Canada located
at Rockwood Institution, Stony Mountain, Manitoba, as more fully
described in the Terms of Reference (TOR).
OPTIONAL SITE VISIT : There will be a site visit on Thursday,
October 24, 2013 at 09:30 AM. Interested bidders are to meet at
the Construction Trailer at Stony Mountain Institution, Highway
# 7, Stony Mountain, Manitoba.
The Request For Proposal (RFP) process will be conducted in two
phases. The first phase will cover the qualifications,
experience and organization of the proposed consultant team.
Following the evaluation and rating of the phase one proposals,
Proponents will be advised of their competitive standing and
will have the opportunity to decide whether or not to continue
their participation by submitting a Phase Two proposal. Phase
Two proposals will cover the detailed approach to the work, and
the pricing and terms offered. A combination of the Phase One
and the Phase Two submissions will constitute the final
proposal.
SUMMARY OF SERVICES:
.1 The Correctional Service Canada is undertaking a New Capital
Construction Project at the Rockwood Institution called the
CORCAN Multipurpose Building.
.2 The CORCAN Multipurpose Building is a steel frame industrial
building based on a generic building design that is currently
being built at multiple locations in Canada.
.3 The Consultant will be provided with the Generic Building
Drawings, Institutional Site Plan, and existing Site Service
Drawings.
.4 The Consultant will be required to adapt the generic design
to the CSC identified location at the Rockwood Institution in
Stony Mountain, Manitoba. The generic design will be
modified to incorporate the requirements of this TOR and
reflect site specific CSC "User Requirements".
.1 The Consultant will provide comprehensive architectural and
engineering services throughout the project phases as the
Architectural prime consultant of record.
.2 The Consultant to meet the project schedule and at the same
time deliver a durable end product that carefully defines and
achieves all project requirements.
.3 The architectural prime consultant and engineering
consultants shall engage CSC and PWGSC as part of the design
development process through an interactive approach.
.4 The architectural prime consultant and engineering
consultants will research and gather CSC site-specific user
requirements, and subsequently reflect this information into
the buildings working drawings and specifications in a well
documented manner prior to the completion of the design
stage of the project.
.5 The completed architectural design will be reviewed and
construction work will proceed upon CSC / PWGSC acceptance
of the design.
Bidders are responsible for obtaining copies of bid forms,
special instructions and amendments issued prior to bid closing,
and are to ensure they are addressed in the submitted bid.
This procurement contains mandatory requirements. Failure to
comply may result in rejection of your bid.

Firms intending to submit bids on this project should obtain bid

The Crown retains the right to negotiate with suppliers on any
