The Department of National Defence has a requirement for the
provision of technical services to support DND and its partner,
the Communication Research Centre (CRC), in executing the
COSPAS/SARSAT Demonstration and Evaluation (D&E) plan by
performing any necessary calibration and pre-testing. With the
advent of the new Medium Earth Orbit Search and Rescue (MEOSAR),
DND continues its Research and Development (R&D) in its analysis
of the most pertinent issues relating to next generation system
development including both ground and space segment issues.
The work to support this requirement may include:
-development of calibration methods for the CRC MEOLUT Test Bed;
-development of special test methods to perform in-orbit tests
on Europe's SAR satellites;
-the provision of technical and analytical support for execution
of COSPAS-SARSAT R.018 demonstration and evaluation (D&E) test
plan; and/or
-advising on next generation beacon development impact on
operational MEOSAR ground station.
Services may be required for the period from date of contract up
to March 31, 2014, with an irrevocable option on the part of
Canada to extend the contract period by up to two (2) additional
period(s) of one (1) year each. Services will be provided on an
"as an when requested" basis and authorized through the issuance
of Task Authorizations (TAs), within the parameters specified in
the contract, provided there are sufficient funds remaining in
the contract.
The method of selection will be based on LOWEST PRICE-PER-POINT
RESPONSIVE PROPOSAL. To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all mandatory technical evaluation criteria;
(c) obtain the required minimum points for each group of
criteria with a pass mark; and
(d) obtain the required minimum points overall for the technical
evaluation criteria which are subject to point rating.
Bids not meeting (a) or (b) or (c) or (d) will be declared
non-responsive. Neither the responsive bid that receives the
highest number of points nor the one that proposed the lowest
price will necessarily be accepted. The responsive bid with the
lowest evaluated price per point will be recommended for award
of a contract. The evaluated price per point will be determined
by dividing the evaluated price of the bid by the number of
points obtained for the point rated technical evaluation
criteria.
In the event that two or more responsive bids have the same
lowest evaluated price per point, the responsive bid which
obtained the highest number of points overall for the point
rated technical evaluation criteria will be recommended for
award of a contract.
Mandatory Criteria:
M1 - The bidder/resource must hold a Bachelor Degree in
Electrical Engineering or a Bachelor degree in Applied Science
Degree in Satellite Communications.
M2 - The bidder/resource must hold a Professional Engineering
(PEng) Certification.
M3 - Minimum two (2) years COSPAS-SARSAT Demonstration &
Evaluation experience.
M4 - Minimum five (5) years experience within the last fifteen
(15) years in developing methods to calibrate antenna systems
for COSPAS-SARSAT satellite systems.
M5 - Minimum five (5) years experience within the last fifteen
(15) years in documenting calibration test procedures and
results for COSPAS-SARSAT satellite systems.
M6 - Minimum five (5) years experience within the last fifteen
(15) years in liaising with subject matter experts in Other
Government Departments and with other Government Organizations.
Rated Criteria:
The technical bid will be evaluated and scored in accordance
with the following evaluation criteria:
R1 - Engineering experience within the last twenty (20) years in
international trials for satellite communication (Satcom).
R2 - Experience within the last twenty (20) years in Satellite
Ground Segment design and development.
R3 - Experience in MEOLUT calibration methods.
R4 - Experience within the last twenty (20) years in satellite
repeater design and development.
R5 - Experience within the last twenty (20) years in satellite
emergency beacon design and development.
R6 - Experience in the development of test methods to perform
In-Orbit test on Europe's SAR satellite.
R7 - Engineering experience in the Next Generation Beacon
Development.
R8 - Master Degree in Electrical Engineering or a Master Degree
in Applied Science related to RF/Satcom.
This procurement is subject to the following trade agreement(s):
· Agreement on Internal Trade (AIT);
· World Trade Organization - Agreement on Government Procurement
(WTO-AGP); and
· North American Free Trade Agreement (NAFTA).
The Canadian Content policy does not apply to this requirement.
Canada retains the right to negotiate with suppliers on any
procurement.
