This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-070003. All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.
The requirement described herein is open only to the following PWGSC Learning Services SA Suppliers:

- CAE Inc.
- Calian Ltd.
- Deloitte Inc.
- Lockheed Martin Canada Inc.
NOTICE OF PROPOSED PROCUREMENT
The Service Lifecycle Management Framework (SLMF) project team, Information, Science and Technology Branch (ISTB) of Canada Border Services Agency (CBSA) requires learning services to develop and provide a self-directed web-based training course and in-class training delivery (in both official languages) on the subject of Service Lifecycle Management, and the CBSA Service Lifecycle Management Framework.
Services are to be provided by the following resource categories:
- Senior Instructional Designer;
- Intermediate Rapid eLearning Product Programmer;
- Senior Graphic Designer;
- Audio Producer;
- Narrator; and
- Senior Instructor.
Services are to be provided from contract award to September 30, 2015, with the option to extend the resulting Contract for two additional three month option period.
The solicitation is subject to the North American Free Trade Agreement (NAFTA), the World Trade Organization - Agreement on Government Procurement (WTO-AGP), the Agreement on Internal Trade (AIT), the Canada-Chile Free Trade Agreement (CCFTA), the Canadian-Peru Free Trade Agreement (CPFTA) and the Canada-Columbia Free Trade Agreement (CCoFTA).
Basis of Selection
Mandatory Technical Criteria
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
Security Requirement for Canadian Supplier:
1. The Contractor must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate, Public Works and Government Services Canada (PWGSC).
2. The Contractor personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC) and/or CBSA.
3. The Contractor MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor must comply with the provisions of the:
a) Security Requirements Check List and Security guide described at Annex C and;
b) Industrial Security Manual (Latest Edition).
CBSA Additional Security Requirement:
The CBSA, will conduct its own personnel Reliability Status assessment on a Contractor (specifically the Contractor personnel), which is allowed under the Treasury Board Secretariat of Canada's (TBS) "Security and Contracting Management Standard" and the Policy on Government Security – Personnel Security Standard. Reliability Status assessment conducted by the CBSA will include a credit check.
If a Contractor (specifically the Contractor personnel) , has already been screened under the TBS Policy on Government Security - Personnel Security Standard, the Contractor (specifically the Contractor personnel), will still undergo a security screening process to be conducted by the CBSA.
Request For Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement.
