Nature of Requirements:

In keeping with Canada’s commitment to enhance competition, this notice serves to re-issue an Invitation to Qualify (ITQ) that will provide an additional opportunity for members of Industry to become Pre-Qualified Bidders (PQB) for the Follow-on Victoria-class In-Service Support Contract (VISSC II) process.

Respondents that are successful in meeting the criteria and the Terms & Conditions stipulated in the re-issued VISSC II ITQ document will be added to the existing list of PQBs. Only PQBs will be invited to participate in the forthcoming phases and submit a bid for this procurement process.

The evaluation criteria, qualifications and Canada’s answers associated to Industries questions are unchanged from the previously issued ITQ. Such information is archived on Buyandsell.gc.ca and is accessible in the Attachments section of solicitation W8483-197521/B. Where applicable, changes as a result of the initial ITQ amendment history have been applied to the re-issued VISSC II ITQ document.

The resulting PQBs from the previously issued ITQ process are not required to re-qualify.

All Respondents must submit their ITQ signed responses by the closing date and time in hard copy (paper) delivered to the Bid Receiving Unit in accordance with Annex "B" Standard Instructions Section 05 Submission of bids at the following address:

Bid Receiving Unit - PWGSC / Réception des soumissions - TPSGC

Canada may at its discretion, choose to carryout industry engagement activities with the existing PQBs during the solicitation and assessment phases of this ITQ. Member(s) of Industry which qualify as PQBs as a result of this ITQ process will be able to participate in the engagements only after being advised that they have been successful. Industry engagements that have been completed or are in process at the time of such qualification will not be repeated or delayed for PQBs that have newly qualified.
