INVITATION TO SUBMIT A RESPONSE FOR A REQUEST FOR QUALIFICATIONS
(RFQ)
IN THE CITY OF SASKATOON
FILE NUMBER 524014

Public Works and Government Services Canada (PWGSC) is asking
interested parties to submit a response for a potential lease of
office space that meets the following criteria:

Section A: Lease Components

" a lease term of 10 years, commencing on or about December 1,
2014, plus option to extend the lease for 1 additional period of
2 years;

" approximately 778.2 usable square metres (um2) of contiguous
office space, and 1 parking space;

" the proposed space must be available at least twenty-two (22)
weeks prior to the above-noted lease commencement date so all
space may be prepared for occupancy;

" the proposed space must satisfy or be capable of satisfying
the following mandatory criteria:
1. The leased premises' entrance should have an address on a
main artery.

2. The leased premises must be no more than 400 metres from a
public transit stop with service at no less than 30-minute
intervals between the hours of 7:00 AM and 5:30 PM, Monday to
Friday inclusive.

3. The proposed space must be within an office or commercial
building; industrial type buildings and those with industrial
space will not be considered; space in industrial areas will not
be considered.
4. Preference may be given to buildings with main floor store
front space, as in the sole opinion of PWGSC.

5. The physical characteristics of the Lands and the Building
and the area and environment surrounding it, including
neighbouring land uses, shall be compatible with the Lessee's
intended use of the accommodation.

" the proposed space must be located within the boundaries of
city of Saskatoon.

" the proposed space must, on or before the lease commencement
date, comply with all requirements contained in PWGSC's
Standards for Leased Accommodation, a copy of which may be
obtained from the contact listed in Section F;

" PWGSC may wish to visit or inspect the proposed space upon
reasonable notice.

" a threat and risk assessment may be required in order to
assess potential threats to the security of the proposed space
and to the public.

Section B: Responses

Interested parties must submit their responses to this Request
for Qualifications in writing to the following address:

Section C: Responses Required by

Responses are required by February 7, 2013 before 2:00 PM. Any
responses received after this time and date will not be
considered.

Section D: Information Provided by an Interested Party or an
Interested Party's Agent

Information provided by an interested party or by said party's
agent shall include the file number, the location and municipal
address of the building, current zoning, specific location of
space within the building, private/public parking facilities,
and details addressing all of the criteria listed above in
Section A. Agents submitting a response to this Request for
Qualifications shall provide PWGSC with a letter authorizing
them to do so.

Section E: Security Requirement

The building owner of the proposed space must hold a valid
security clearance at the Reliability level, approved and
granted by the Canadian Industrial Security Directorate (CISD)
of PWGSC. All parties interested in this potential lease project
are advised to obtain this mandatory security clearance level in
advance. Information regarding security clearance can be
obtained on the website of the CISD/PWGSC at
http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person
listed in Section F to initiate the security clearance process.

This RFQ is issued in order to invite interested parties to
demonstrate their capacity to comply with the requirements
described herein. Please note that PWGSC reserves its right to
cancel this RFQ at any time.

Following a visit of the proposed premises, PWGSC reserves the
right to proceed with an invitation to submit Offers to Lease by
inviting only those interested parties deemed to most
effectively meet specific operational, security and public
safety requirements. If invited, an interested party must submit
an Offer to Lease using the PWGSC Lease Documentation Package
document that shall explain in greater detail the complete
requirements of this proposed lease project.

Interested parties not invited to submit an Offer to Lease shall
be notified and informed of the reason for such decision.

procurement.
