Background and Purpose of this Request for Information (RFI)
Health Canada (HC) has been tasked by Treasury Board (TB) with the dministration of the Public Service Occupational Health Program (P
SOHP). In accordance with the Department of Health Act, HC has the mandate to promote and preserve the health of public servants, thereby allowing it to be tasked with these occupational health and safety responsibilities. The PSOHP currently provides three service lines: occupational health evaluations, communicable disease services (including information sessions, advice, screening tests and immunizations) and occupational hygiene advice and consultation. The PSOHP program is delivered by Health Canada with headquarters in the NCR, and service delivery centers located across the country.
In 2009, the PSOHP transitioned to a new Occupational Health Medical Services Model, which has prompted a full review of system business rules for the current national information system - the Activity Tracking System (ATS). Although some system requirements have diminished or disappea
red as a result of the transition to the new model, more complex requirements have been identified. The gaps in the capabilities of ATS meeting the new requirements, and the system’sinability to capture and repo
rt accurate and reliable data, pose a risk for the PSOHP.
To compound this situation, the other regions also rely on a number of disparate, locally-developed, and stand-alone systems (manual and automated) for theirdatacapture. Unfortunately, none of these syst
ems ?talk’ to one another prompting the need for a single, nationally used, integrated system. The goal of this integrated system is to replace all the systems currently in use for providing effective PSOHP services.
The purpose of this RFI is to solicit information on current mark
etplace availability, capabilities and interest on commercial off-the shelf Occupational Health Clinic Services Management product that meets Health Can
ada’s business needs.
These business needs are:
-Eliminate redundancies in the capturing and tracking of relevant data;
-Accurate recording, tracking, and reporting of relevant information to
the national office, regional offices, TB, clients, and other stakeholders;
-Monitor the efficiency of service delivery and gather data required fo
r performance measurement;
-Provide client departments with information to forecast their anticipated usage and to monitor the status of their occupational he
alth programs; and
-Provide reliable data for use in planning and making program
management decisions.
The business opportunities are:
-Improve standardization of occupational health services across the country; particularly the administrative efficiencies in data entry;
-Provide meaningful data to improve service delivery times for the medical professionals (doctors, nurses, lab technicians);
-Increase client satisfaction for both individual client employees and the client departments and agencies;
-Improve the reliability and validity of reporting data for better program management; and
-Improve relationship with Treasury Board, in terms of compliance to the mand
ate of the PSOHP.
