Backup Pandemic Influenza Vaccine
1. Background and Purpose of this Request for Information (RFI)
In 2011, the Government of Canada entered into a long-term contract to ensure that Canada will have rapid, assured and priority access to a supply of Pandemic Influenza Vaccine (PIV) produced (manufactured, filled and finished) in Canada, sufficient to meet its requirements in the event of an influenza pandemic. This contract, which is in effect until March 31, 2021, constitutes Canada’s Primary PIV Readiness and Supply contract. Also in 2011, Canada entered into a four (4) year contract that included provisions to secure access to a second source of supply for up to 10 million doses of a PIV, as and when required. That contract, which expired on March 31, 2015, constituted Canada’s Back-Up PIV Readiness and Supply contract.
The Public Health Agency of Canada (PHAC) is considering the award of a new Back-Up PIV Readiness and Supply contract (or contracts) to commence on July 1, 2016. It is anticipated that the proposed contract(s) will have a duration of two (2) years, but would also include options to extend the contract length by up to an additional three (3) years.
It is also anticipated that the contract(s) will require the Contractor to reserve sufficient production capacity so as to meet Canada’s requirements for the supply of up to ten (10) million doses of a monovalent PIV with availability beginning not later than nineteen (19) week
s following receipt of a pandemic seed strain from the World Health Organization (WHO).
In order to inform the development of this requirement, Canada is seeking input from suppliers who may have an interest in bidding on a Back-Up PIV Readiness and Supply contract and who would be interested in further discussing this requirement and how they would propose to meet it.
Suppliers are requested to provide feedback on the areas identified in Annex A.
