INVITATION TO SUBMIT A RESPONSE TO A REQUEST FOR QUALIFICATIONS (RFQ)
IN THE CITY OF ALMA

Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of office space that meets the following criteria:
Section A: Lease Components
? a lease term of ten (10) years, commencing on or about October 1st, 2014;
? approximately three hundred two and seven tenths usable square metres (302.7 um2) of contiguous office space, and twenty (20) parking spaces.;
? the proposed space must be available for occupancy, according to a “Turnkey” concept, with base building and leasehold improvements already completed;
? the proposed space must satisfy or be capable of satisfying the following mandatory criteria:
1. The leased premises shall be located in one block of space, without impediment, on one (1) floor;
2. Proposed buildings must be located on a main commercial street;
3. Proposed buildings and leased premises must have good visibility;
4. Proposed buildings must have a window arrangement and a configuration of the leased premises acceptable to the lessee;
5. The proposed space must be within an office or commercial building; industrial type buildings and those with residential space will not be considered;
6. The twenty (20) parking spaces must be available for the public at less than 100 metres from the building.
? the proposed space must be located within Alma city limits;
? the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
? PWGSC may wish to visit or inspect the proposed space upon reasonable notice;
? a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public.
Section B: Responses
Interested parties must submit their responses to this Request for Qualifications in writing to the following address:

Section C: Responses Required by
Responses are required by July 3rd, 2013, before 2:00 p.m. Any responses received after this time and date will not be considered.
Section D: Information Provided by an Interested Party or an Interested Party’s Mandatary
Information provided by an interested party or by said party’s mandatary shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Mandataries submitting a response to this Request for Qualifications shall provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
The building owner of the proposed space must hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC athttp://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time.
Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project.
Interested parties not invited to submit an Offer to Lease shall be notified and informed of the reason for such decision.
