REQUEST FOR INFORMATION (RFI) - Mobile, Large-Scale
Non-Intrusive Imaging Systems
The purpose of this Request for Information (RFI) is to seek
industry comments on the proposed procurement of Mobile Large
Scale Non-Intrusive Systems.
PREFACE
CBSA is looking to procure 3 - 5 Mobile, Large-Scale
Non-Intrusive Imaging (M-LS-NII) Systems this fiscal year, with
the options for up to 8 systems in total. These systems must be
high-energy radiography systems, with all necessary shielding,
source control and interlocking subsystems to ensure safe
operation in a busy port-of-entry environment.
BID EVALUATION PROCESS
As part of the proposed bid evaluation process (see attached
chart), CBSA will require detailed test information on the
radiation dose rates around the proposed systems, along with
performance and operational capabilities. To this effect, all
bids that are deemed technically compliant will proceed to the
Data Validation Testing (DVT) stage. This stage will require
CBSA technical experts to direct testing necessary to evaluate
each of the offered system's radiation safety and performance.
The system presented for DVT does not need to be configured as
an end-product for CBSA, but it must accurately represent the
characteristics represented in the technical bid, particularly,
the radiation dose levels and imaging performance.
REQUESTED INFORMATION
This request for information (RFI) is to determine the
feasibility and timeframes pertaining to system evaluation and
production. Attached is a draft of the procurement schedule
envisioned for these systems. Referring to this schedule, and
the Vendor's own capacity, the following information is
requested.
1. Could a M-LS-NII system, of the type the Vendor would offer
for sale to the Government of Canada, be made available for
testing at a North American location within 30 days of the close
of an RFP closing early June 2012?
If not, what is the earliest possible time such a M-LS-NII
system could be made available (including North America and
elsewhere)?
2. How many complete systems could the vendor produce for the
Government of Canada according to the attached schedule, with
delivery dates in early February 2013?
3. How many complete systems could the vendor produce and make
available for sale to the CBSA in the 2013/2014 fiscal year?
4. Do vendors have any concerns with the proposed bid evaluation
process or any other comments?
NOTE TO POTENTIAL RESPONDENTS:
This is not a bid solicitation and a contract will not result.
