Request for Standing Offer (RFSO) – Psychological Services Standing Offer Arrangement
BACKGROUND
The Department of National Defence (DND) Canadian Special Operations Forces Command (CONSOFCOM) has a requirement for the provision of psychological services in support of recruiting, training and monitoring Canadian Forces (CF) personnel.
The Standing Offer will require up to a maximum of six (6) contracted resources. The Work is to be performed primarily in Petawawa, ON but occasionally in Trenton, ON and in the National Capital Region (NCR).
REQUIREMENT:
The Tasks to be performed include: psychological screenings, psychological oversight during the training of CF personnel, clinical and counselling services, and psycho-educational presentations. The estimated level of effort varies between four (4) to 55 days per Task.
The period of the Standing Offer, if awarded, will be for two (2) years. The Standing Offer will also include three (3) additional one-year option periods. Tasks and Deliverables are detailed in Annex A of the Request for Standing Offer.
Mandatory criteria include, but are not limited to the following:
1. The proposed resources must have a Ph.D. in Psychology;
2. The proposed resources must be registered and currently in good standing with the College of Psychologists of Ontario; and
3. The proposed resources must have a minimum of one (1) year experience providing clinical psychology services;

Requests for obtaining Conduct After Capture (CAC) training documents during the solicitation period can be made to the Contracting Officer (see Section 5.1 of the RFSO). The requestor must sign the Confidentiality Agreement (Appendix III) and provide a copy of their credentials (see Annex B, MT3 and MT4) and submit them by email to the D Svcs C Contracting Officer before the information can be released.
Where this notice and the RFSO differ, the RFSO will prevail.
The Department of National Defence reserves the right not to award a Standing Offer, regardless of the responses it receives.
