This requirement is to establish a National Individual Standing
Offer (NISO) for the purchase of Heavy Support Vehicular Wheeled
(HLVW) Starters in accordance with Annex A - Item Description
and Pricing.
This requirement is for an initial period of one (1) year from
the effective date of the Standing Offer, with an option to
extend the offer by two (2) additional periods of one (1) year.
This requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Columbia
Free Trade Agreement, Canada-Peru Free Trade Agreement, the
Canada-Panama Free Trade Agreement and the Agreement on Internal
Trade (AIT).

Debriefings
After issuance of a standing offer, Offerors may request a
debriefing on the results of the request for standing offers
process. Offerors should make the request to the Standing Offer
Authority within fifteen (15) working days of receipt of the
results of the request for standing offers process. The
debriefing may be in writing, by telephone or in person.
