Title: Task Authorization. AWW EO Sensor and Effector
Performance Determination
Objectives: The objectives of the work are to provide analysis,
algorithm and software development support to the Project: (AWW
EO Sensor and Effector Performance Determination. The objectives
of the project are to F and effector performance methodologies,
and to validate sensor and effector methodologies using
experimental data.
Background
Requirements for aids in decision making for EO/IR systems
operated by the Navy are increasingly required for system
optimization, mission planning, training, and system options
analysis. In particular, methods for the determination of the
probability of detection, classification and identification for
different types of targets by various EO/IR sensors are required
as is the probability of soft or hard kill by different types of
EO/IR effectors against different types of threats. These
methods will be developed by building on the capabilities
development at DRDC Valcartier over the last 20 years, including
more recent work done for the SISWS and Northern Watch TDPs, for
the Canadian Surface Combatant (CSC) program, and using recent
data obtained during the NATO SQUIRREL trial in September 2011.
Work location:
Most of the work should be performed offsite. However, depending
on the availability of the da-ta to be analysed and the type of
work to be performed, it may be necessary for the contractor to
work on DRDC Valcartier site for short periods of time. Travel
to/from DRDC Valcartier in support of this contract will not be
covered.
Client department :
The services will be rendered to Defence Research and
Development Canada (DRDC-Valcartier).
Period of Contract
The period of the resulting contract is from the date of
contract to March 31, 2016.
Estimated funding available
The maximum funding available for the contract resulting from
the bid solicitation is $330,000.00 CAD (Goods and Services Tax
or the Harmonized Sales Tax extra, as appropriate). Bids valued
in excess of this amount will be considered non-responsive.
This disclosure does not commit Canada to pay the maximum
funding available.
Intellectual property rights
Any intellectual property rights arising from the performance of
the Work under the resulting contract will belong to Canada.

Mandatory technical criteria
The Bidder must proposed resources for the following category:

A minimum of 1 resource for Software Architect category
A minimum of 1 resource for Software Developer category
A minimum of 1 resource for Data analyst category
A minimum of 1 resource for EO /IR specialist catetory
Basis of Selection - Lowest Evaluated Price Per Point
To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all mandatory technical evaluation criteria;
(c) obtain the required minimum points for each criterion and
each group of criteria with a pass mark;
(d) obtain the required minimum points overall for the technical
evaluation criteria which are subject to point rating.
Bids not meeting (a) or (b) or (c) or (d) will be declared
non-responsive. Neither the responsive bid that receives the
highest number of points nor the one that proposed the lowest
price will necessarily be accepted. The responsive bid with the
lowest evaluated price per point will be recommended for award
of a contract. The evaluated price per point will be determined
by dividing the evaluated price of the bid by the number of
points obtained for the point rated technical evaluation
criteria.
In the event that two or more responsive bids have the same
lowest evaluated price per point, the responsive bid which
obtained the highest number of points overall for the point
rated technical evaluation criteria will be recommended for
award of a contract.
