TITLE: Development of test methods to assess the metrics of
repellency of materials/fabric to low and high surface tension
liquids
REQUIREMENT:
Defence Research and Development Canada (DRDC) - Suffield,
Medicine Hat, Alberta has a requirement for a contractor to
develop a test method that provides a reproducible metric that
reflects realistic field exposure conditions for quantifying the
repellency performance of a material in terms of its protective
capability and ability to minimise direct or secondary harmful
exposures to toxic compounds, all in accordance with the
Statement of Work, Annex "A".
The requirement is limited to Canadian goods and/or services.
MANDATORY CRITERIA:
At Solicitation Closing:
Failure to meet any of the following mandatory requirements at
solicitation closing will render your submission non-compliant
and given no further consideration.
1. The bidder must have experience in research and development
of super-repellent materials suitable for garment
construction.
2. The bidder must have experience in synthesis and
characterization of novel surface treatment chemicals, and/or
development of novel surface treatments, specifically designed
for super-repellency
3. The bidder must have experience in characterization of
super-repellent surfaces after treatment.
4. The bidder must have experience in evaluation of durability
of treated materials.
5. The bidder must have access to equipment and infrastructure
to perform laboratory testing of super-repellent material
performance with the following methods:
- Contact angle measurement
- Sliding/rolling angle measurement
6. Price Proposal must not exceed the established budget.
CONTRACTOR SELECTION:
Contractor selection will be based on the bidder that submits
the highest technically acceptable proposal provided that the
total evaluated bid price does not exceed the established budget.
OWNERSHIP OF INTELLECTUAL PROPERTY: Contractor Owned
MAXIMUM FUNDING:
The maximum funding available for the Contract resulting from
the bid solicitation is $25,100.00 (Applicable Taxes extra, as
appropriate). Bids valued in excess of this amount will be
considered non-responsive. This disclosure does not commit
Canada to pay the maximum funding available.
PERIOD OF CONTRACT:
The period of the contract is from date of award to March 31,
2015.
