Nature of Requirements:

TITLE: MARITIME VISUAL ANALYTICS PROTOTYPE DEVELOPMENT AND
VALIDATION.

The Statement of Work (SOW) describe the services required by
Defence R&D Canada - Valcartier (DRDC Valcartier) aimed at
carrying out the following objectives :

  • To perform design and development phase 3 of a Visual Analytic

(VA) prototype to support Maritime Domain Awareness (MDA),
called the Maritime Visual Analytics Prototype.

  • To perform validation activities for all the visual

apps/widgets of the MVAP.

Task 1. Maritime Visual Analytics Prototype Development Phase 3
Task 2. Prototype Apps Validation
Task 3. Perfective Maintenance and Extension of the Maritime
Visual Analytics Prototype Apps
Task 4: Final report
Task 5: Project Management

Background

"Maritime Domain Awareness (MDA) is the effective understanding
of everything on, under, related to, adjacent to, or bordering a
sea, ocean or other navigable waterway, including all maritime
related activities, infrastructure, people, cargo, vessels, or
other conveyances" [NSPD, 2004]. Maritime domain
operators/analysts around the world typically have a mandate to
be aware of all that is happening in maritime approaches. This
mandate is based on the need to protect from attack, defend
sovereignty, detect illegal activities, and support search and
rescue activities.

Client department

The services will be rendered to Defence Research and
Development Canada (DRDC-Valcartier).

Period of the contract :

The period of the Contract is from date of Contract to January
30, 2014.

Contract Funding:

The maximum funding available for the contract resulting from
the bid solicitation is $280 000.00 (Goods and Services Tax or
the Harmonized Sales Tax extra, as appropriate). Bids valued in
excess of this amount will be considered non-responsive. This
disclosure does not commit Canada to pay the maximum funding
available.

Basis of Selection - Highest Rated Within Budget

To be declared responsive, a bid must:

(a) comply with all the requirements of the bid solicitation;
(b) obtain the required minimum points for each criteria and
each group of criteria with a pass mark; and
(c) obtain the required minimum points overall for the technical
evaluation criteria which are subject to point rating.
Bids not meeting (a) or (b) or (c) will be declared non
responsive. The responsive bid with the highest number of
points will be recommended for award of a contract, provided
that the total evaluated price does not exceed the budget
available for this requirement. In the event that the highest
number of points is obtained by more than one responsive bid,
the responsive bid with the lowest evaluated price will be
recommended for award of a contract.

Ownership of Intellectual Property :

Defence Research and Development Canada - Valcartier has
determined that any intellectual property rights arising from
the performance of the Work under the resulting contract will
belong to Canada.

The text under Subsection 4 of Section 01 - Code of Conduct and
Certifications of 2003 referenced above is replaced by:

Bidders should provide, with their bid or promptly thereafter, a
complete list of names of all individuals who are currently
directors of the Bidder. If such a list has not been received
by the time the evaluation of bids is completed, Canada will
inform the Bidder of a time frame within which to provide the
information. Failure to provide such a list within the
required time frame will render the bid non-responsive. Bidders
must always submit the list of directors before contract award.

Canada may, at any time, request that a Bidder provide properly
completed and Signed Consent Forms (Consent to a Criminal Record
Verification form - PWGSC-TPSGC 229) for any or all individuals
named in the aforementioned list within a specified delay.
Failure to provide such Consent Forms within the delay will
result in the bid being declared non-responsive.

Other information :

The requirement is subject to the provisions of the Agreement on
Internal Trade (AIT).

The requirement is subject to a preference for Canadian services.
