1. Summary
The purpose of this Request for Information (RFI) is to solicit comments and feedback from industry and potential respondents concerning the attached draft Invitation to Qualify (ITQ) documents. This RFI also includes a series of questions to industry. Comments and feedback received from industry as a result of this RFI will help Canada refine and finalize the draft documents for the Benefits Delivery Modernization (BDM) procurement. Suppliers are encouraged to provide information that they feel would improve the documents and the procurement process as a whole.
Over the years, Employment and Social Development Canada (ESDC)/Service Canada has been implementing investments in automation and service improvement initiatives for Employment Insurance (EI), Canada Pension Plan (CPP) and Old Age Security (OAS) which have focused on improving efficiencies.
The Benefits Delivery Modernization (BDM) program was created in order to continue to support a demanding and dynamic business environment and future service delivery expectations. The scope of BDM includes service delivery process improvements and enabling technology renewal.
2. Replies to the Request for Information
Comments, suggestions and any other feedback are requested to be provided via e-mail to the PWGSC Contracting Authority at T••••••••@••••••••.••.ca.
Canada does not intend to have in-person meetings as a result of this RFI nor does Canada commit to providing a response to any of the feedback or questions posed to Canada as part of this feedback. However, Canada will consider all feedback received in response to this RFI. Feedback received after the close of this RFI may still be considered during the development of draft solicitation documents.
This is not a bid solicitation. This RFI will not result in the award of any contract. Whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement.
The draft ITQ documentation may potentially be modified as a result of this RFI process, and finalized solicitation documentation will be posted on the Government Electronic Tendering System (GETS) at a future date. Canada is issuing the draft ITQ documentation publically on GETS to help ensure it benefits fully from industry feedback prior to finalizing the solicitation documentation. Through this RFI process, Canada intends to seek feedback in writing only.
