Environment Canada requires two (2) diluters for a two stage
dilution system to allow them to measure particles of high
concentrations under high temperature and humidity conditions.
Delivery is required by March 31, 2014.
The proposed bidders must meet all mandatory criteria detailed
in the Request for Proposal document.

Some of the mandatory criteria are provided below. Refer to the
Request for Proposal for the complete list.

M1. The bidder must provide documentation (instrument
specification, publications, documented data or discussing
points) demonstrating that their proposed Diluter meets the
following minimum specifications:

A. The diluter must be suitable for vehicle exhaust aerosol
measurements
B. The dilution ratio must be in the range of 1:8 to 1:10 with
a sample air flow of 7 lpm and dilution air pressure of less
than 3 bar gauge
C. Must operate under conditions of 0 to 450 degrees Celsius
D. Must be stainless steel with metal gaskets
E. Must be a compact size of less than 400 mm in length
F. Must operate using pressurised air with no requirement for
flow control device or pump

The bidder must also supply and deliver the following additional
equipment and parts with the diluters:

1. One (1) Reusable shipping container
2. One (1) Diluter heater and temperature controller
3. One (1) Pressurised air heater and temperature controller
4. One (1) Pressurised air regulator, filter, and dryer

The responsive bid with the lowest evaluated price will be
recommended for contract award.

Delivery Date: 31/03/2014

The Crown retains the right to negotiate with suppliers on any
procurement.
