NOTICE OF PROPOSED PROCUREMENT (NPP) for Solutions-Based Professional Services (TSPS) Requirement

This requirement is for: Employment and Social Development Canada

This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSSB who qualify under Tier 1, National Capital region and for the Business consulting/change management services stream.

The requirement is intended to result in the award of one contract.

The following SA Holders have been invited to submit a proposal.

  • Cathexis Consulting Inc.
  • FERENCE & COMPANY CONSULTING LTD.
  • Goss Gilroy Inc.
  • Kelly Sears Consulting Group
  • PRA Inc.
  • R.A. Malatest & Associates Ltd.
  • RESEAU CIRCUM INC.
  • The Social Research and Demonstration Corporation

Description of the Requirement:

The Partnership Evaluation Division within Employment and Social Development Canada (ESDC), requires the services of a Contractor to conduct a document review in support of the Evaluation of the Future Skills Program. As part of this work, the Contractor will review over 500 publicly available reports and publications on the Future Skills Centre’s website (https://fsc-ccf.ca/?s=&tab=Reports) and synthesize the findings into six thematic document review reports aligned with the evaluation questions.

The Contractor must develop a rigorous, evidence-informed approach to assessing and reviewing all reports and publications available on the FSC website (from inception of the Program until the start date of the contract).

The Contractor must identify and synthesize key themes, findings, and recurring points across the reviewed documents. These main points and themes should then be used to structure the findings of the document review reports.

The Contractor is required to produce 6 document review reports based on the FSC’s 5 “Focus Areas” (plus one “Other” category):

  • Pathways to Jobs
  • Inclusive Economy
  • Tech and Automation
  • Small and Medium-sized Enterprises Adaptability
  • Sustainable Jobs
  • Other projects that are not classified under one of the 5 categories

In addition, the contractor must incorporate the answers to the following evaluation questions into each of the 6 document review reports.

Security:

There is no security requirement applicable to the Contract.

Proposed period of contract:

The proposed period of contract shall be from the date Contract is awarded and ends February 28th, 2027.
