Solutions-Based Informatics Professional Services (SBIPS) Requirement
This requirement is for the department of Employment and Social Development Canada (ESDC)

This requirement is open only to those Supply Arrangement Holders who qualified under Tier 1 for the Electronic Services Delivery domain of expertise.
The following SA Holders have been invited to submit a proposal.

Description of the requirement:
Request expertise in the design, build and testing of the new state-of-the-art secure eAccount that will be the primary point of access by citizens and businesses to ESDC government programs and services online. EAccount will be replacing My Service Canada Account (MSCA) and My Service Canada Business Account (MSCBA). The outcomes of building a new eAccount will be:

• Optimization of the user experience and e-Account design by building a world class secure, simple, trustworthy and optimum user experience that is ever-evolving and agile
• Increasing the number of programs and services offered online, end-to-end, allowing citizens and businesses to self-serve
• Building enterprise solutions to be used across programs and service, minimizing customized one-offs while ensuring efficiencies and cost savings
• Configuring and integrating e-Account portal (Web Centre) features to support programs and services needs
• Ensuring continued performance management and monitoring against optimum outcomes from a client, stakeholder and platform perspective.

The e-Account Renewal professional services expected deliverables include:

• Architect, configure and sequence thee-Account features
• Development and testing
• Documentation

This requirement will be a combination of a fixed price contract for the initial definition and design portion of the work followed up by a Task Based consultative approach between the Digital Service Directorate (DSD) within the Citizen Service Branch (CSB) and the IM/IT Branch (IITB) to complete the development, testing, close-out and ad hoc services work required in option year one (1) and option year two (2). ESDC may choose to carry the development of all the components of the design or portion of, as budget, feasibility and budget allows. The Task Authorizations against this requirement will have a range of method of payments including but not limited to firm price, limitation of expenditure, single payment and milestones payments, as the case may be.
Proposed period of contract: The proposed period of contract shall be from Contract Award for a period of six (6) months.
