1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
Natural Resources Canada requires a portable multi-component gas analyzer (PMCGA) for simultaneous measurement of N2O, CO2, CH4, H2O vapor, and Ammonia gas in the field. The scope of the work includes:
The portable multi component gas analyzer (PMCGA) must measure all 6 gases listed above, with updated readings each 60 seconds or less. An option for upgrading the application library for measuring up to 25 inorganic or VOC gases simultaneously must be included.
The PMCGA must have an internal gas cell with temperature control at 50?C.
The PMCGA should measure these gases with sub-ppm detection levels and report gas concentration measurements with a quality assurance statement indicating the accuracy of the readings. The measurement technology for the gas analyzer should be Fourier Transform Infrared Spectroscopy. The PMCGA should record the raw spectra in a tamperproof format allowing the user to post-analyze the data at a future time. Readings should be available as a text file for reviewing and reporting in a spreadsheet program such as Excel®
The PMCGA must be field portable, operated from a 12VDC power or from 110V power and carried by one person when taking to the field. The PMCGA should not exceed 15 kg weight.
The PMCGA should provide the user versatility for future research projects through expandability of the gases measureable from a reference library containing over 300 gases.
As an example of additional gases that the analyzer must measure with sub-ppm detection levels include Sulphur Hexafluoride, Ethylene, Nitric Oxide, Methylamine, VOC’s such as Benzene, Toluene, Formaldehyde, Freons, Sulphur gases such as Sulfur Dioxide, Methyl Mercaptan, Carbon Disulphide, Carbonyl Sulphide, Inorganic gases such as Hydrogen Chloride, Hydrogen Fluoride, Nitrogen Dioxide, etc.
The PMCGA should not require span gas calibrations for any of the gases being measured and require only a zero calibration using an inert gas such as nitrogen at the beginning of the test period.
The PMCGA supplier must provide a twelve month warranty and full service of the PMCGA in Canada.
3. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that they meets the following requirements:
A portable multi-component gas analyzer (PMCGA) for simultaneous measurement of N2O, CO2, CH4, H2O vapor, and Ammonia gas in the field. The scope of the work includes:
The portable multi component gas analyzer (PMCGA) must measure all 6 gases listed above, with updated readings each 60 seconds or less. An option for upgrading the application library for measuring up to 25 inorganic or VOC gases simultaneously must be included.
4. Justification for the Pre-Identified Supplier
We intend to deal directly with the supplier mentioned in section 9 below as, it is the only known supplier that meets the mandatory criteria set out in section 3 above.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders
5. Exception to the Government Contracts Regulations
The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work.
The identified provider is the only one able to meet all of the criteria identified in paragraph 3 above.
6. Contract Period
The contract period will be from date of Award to 4 months
7. Estimated Cost: $95,552.80 CAD.
