BASE PROGRAM FOR FISCAL YEAR 14/15
RDDC VALCARTIER AND RELATED SATELLITE SITES
(WITH SECURITY REQUIREMENTS)

Purpose of this Advance Procurement Notice

This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Contractors/Consultants an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.

Description of the Program

The program may include, but is not limited to new construction for DND’s infrastructure, renovations and modernization of Department of National Defence (DND) infrastructure, demolition and removal of DND’s infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to design study, drawings and specifications, land surveying, materials testing, geological and environmental studies, and various multidisciplinary consultant studies and services.

Overall program value is estimated at $3,000,000.00, with the contract value generally ranging from 5 000$ to 1 000 000$ and the maximum value of any individual project could reach $2,000,000.00.

Description of the Services

The program will consist of construction/consultant projects that may include, but are not necessarily limited to the following:

  • Range development
  • Shop making development
  • Server rooms restoration
  • Concrete slabs for the range area
  • Aerosol room construction
  • Venting system modification
  • Drop tower installation
  • Venting modification
  • Ballistics lab development
  • Parking roofs construction
  • Vacuum pump replacement

It is anticipated that the procurement for these projects will be initiated in the period of July, 2014 through March 31, 2015. This is conditional on the project receiving approval to proceed by DND.

Security Requirements

For this contract, Contractors/consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), Facility Security Clearance (FSC) classification level SECRET, Facility Security Clearance (FSC) classification TOP SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process.

Contractors/consultants that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consulta… Contractors/consultants are to quote contract number DVPROG2014 in the request.
