This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-1700LS. All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.
The requirement described herein is open only to PWGSC Learning Services SA Suppliers.
NOTICE OF PROPOSED PROCUREMENT
Specific stream required: Stream 5 - Training Delivery: Instructor or Training Facilitator
1.2.1 Canadian Forces School of Communications and Electronics (CFSCE) located at Canadian Forces Base (CFB) Kingston, Kingston, Ontario supplies Communications Occupations, including Electronic and Information Systems Training for the Canadian Forces, Canadian Department of National Defence (DND). CFSCE has a requirement for the services of Instructors to deliver, evaluate and provide for a range of training courses for the Canadian Armed Forces. This requirement contains 4 categories for the delivery of training:
Category 1: Junior and Senior Communications & Information System (CIS) Instructors;
Category 2: Senior Line Instructors;
Category 3: Intermediate Electronics Instructors; and
Category 4: Junior and Senior Network Instructors
The period of the Contract will be from 01 March 2019 to 31 March 2021 with the irrevocable option to extend the term of the Contract by up to 3 additional periods.
Basis of Selection
a) A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive.
b) The responsive bid with the lowest evaluated price for each category will be recommended for award of a contract.
c) Up to 4 contracts could be awarded; one contract per Category.
Security Requirements
1. At the date of bid closing, the following conditions must be met:
(a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses;
(b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work sites must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;
(c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites;
