1. ADVANCED CONTRACT AWARD NOTICE (ACAN) DEFINITION
An Advance Contract Award Notice (ACAN) is a public notice informing suppliers that Canada intends to award a contract for goods, services or construction to a pre-identified supplier, and invites other suppliers to express their interest by submitting a statement of capabilities. If no other supplier submits a statement of capabilities demonstrating how they meet the set requirements in the ACAN by the closing date stated in the ACAN, the buyer may then proceed with the award to the pre-identified supplier.
This ACAN relates to one (1) contract proposed to be awarded to one (1) contractor.
2. DEFINITION OF THE REQUIREMENT
The Department of National Defence (DND) has a requirement for the provision of Electronic Warfare Integrated Reprogramming Database (EWIRDB) training, as well as the production of both classified and unclassified EWIRDB data.
This work will support the DND and Canadian Armed Forces (CAF) in transitioning from third-generation to fifth-generation military platform reprogramming by engaging with an industry provider to obtain intelligence-based EWIRDB related models that meet or exceed the quality standards established by the Five Eye (FVEY) EWIRDB Standards Committee.
3. EVALUATION CRITERIA FOR ASSESSMENT OF STATEMENT OF CAPABILITIES
Any interested supplier must demonstrate by way of a statement of capabilities that it can fulfill the requirements contained below in:
- Section 4: Mandatory Capability Requirements; and
- Section 5: Minimum Essential Requirements;
4. MANDATORY CAPABILITY REQUIREMENTS
To be considered capable of meeting this requirement, a supplier must demonstrate:
4.1. Resource, Capability & Deliverable Requirements
a. Demonstrate ability to provide all personnel, equipment, supplies, facilities, transportation, software, materials, supervision, and any other resources necessary to produce unclassified intelligence based EWIRDB related models;
b. Demonstrate the capability to deliver an advanced EWIRDB Producer Training Program. EWIRDB training is subject to United States ITAR controls; and
c. Possess the facilities, resources and operational capability to deliver professional services at a level equivalent to a five-person team, operating within the National Capital Region (NCR) of Ottawa for all phases of work under this contract, including EWIRDB training, and unclassified and classified EWIRDB Production.
4.2. Security Requirements
a. The capability to deliver professional services through cleared resources eligible to obtain, and maintain, SECRET and TOP SECRET (SIGINT level) security clearances, with access to and the ability to operate on CAN/US classified networks at the Canadian Forces Electronic Warfare Centre (CFEWC) in Ottawa, ON; and
b. Hold a Facility Security Clearance (FSC) of TOP SECRET.
c. This solicitation of offers is subject to the Controlled Goods Program. The Defence Production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Imports Permits Act.
4.3. Corporate Experience
a. Must have a minimum of three (3) years combined experience working on one or more contracts, involving either classified military Electronic Warfare systems or classified military Intelligence systems with a FVEY country/government within past seven (7) years and with a minimum total contract value of $4M CAD (or equivalent) across all contracts. The experience may have been gained as a prime contractor, a subcontractor, a joint venture member, or through a task under another contract; and
b. Must demonstrate a minimum of two (2) years of experience, within the past seven (7) years working with the Standard EWIR Reference Format (SERF) on one or more contracts performed for a FVEY government. The referenced work must have involved classified military Electronic Warfare systems or classified military Intelligence systems. The experience may have been gained as a prime contractor, a subcontractor, a joint venture member, or through a task under another contract.
5. MINIMUM ESSENTIAL REQUIREMENTS
To be considered capable of meeting this requirement, a supplier must demonstrate:
5.1. ITAR / TAA Requirements
a. Hold a valid Technical Assistance Agreement (TAA) issued by the U.S. Department of State Directorate of Defense Trade Controls (DDTC) that authorizes the interested supplier to receive, handle, and exchange ITAR controlled technical data permitting the export, receipt, and handling of EWIRDB-related technical data, software, and defense services; and
b. Hold a TAA issued by the U.S. Department of State DDTC that authorizes the interested supplier to receive, handle, and exchange ITAR controlled technical data permitting the export, receipt, and handling of NEWEG-compatible equipment for stimulation, testing & evaluation of EWIRDB related models.
5.2. Personnel Qualification Requirements
a. Provide a Team Leader who has a minimum of four (4) years of work experience in an Electronic Warfare operational or support role, as evidenced through the proposed resources' resume. In addition, the Team Lead must possess a bachelor's degree from a recognized university in the sciences or engineering related studies; and
b. Provide a Project Manager who is responsible for the overall delivery of the work under the resultant contract and who must have the authority to make strategic decision on behalf of the contractor and shell hold the financial delegations required to authorize expenditures, allocate resources and resolve issues without delays. The Project Manager must have a Bachelor’s degree from a recognized university in the sciences, engineering, or business administration related studies and requires ten (10) years or more of work experience in program/project management related positions.
5.3. Technical Knowledge Requirements
a. Knowledge and understanding of Electronic Warfare basic principles;
b. Knowledge and understanding of Radar Theory;
c. Knowledge and understanding of Electronic Warfare Operational Support and the EWIRDB Production cycle used in the Canadian Armed Forces or FVEY Partner nations;
d. Knowledge and understanding of Intelligence Mission Data concepts and applications;
e. Knowledge and understanding of Mission Data reprogramming principles for 5th Generation weapon platforms;
f. Knowledge and understanding of Technical Electronic Intelligence (Tech ELINT);
g. Knowledge and understanding of the established EWIRDB Production Standards;
h. Knowledge and understanding of software-based antenna pattern modeling and simulation, including the use of digital tools to generate, analyze, and validate radiation patterns and antenna performance characteristics; and
i. Knowledge and understanding of EWIRDB software-based closed-loop modeling and simulation capabilities, including the development and analysis of feedback-driven system models within software simulation environments.
6. BUY CANADIAN PROCUREMENT POLICY APPLICATION
The Government of Canada’s Buy Canadian policies, including the Policy on Prioritizing Canadian Materials in Federal Procurements and the Policy on Prioritizing Canadian Suppliers and Canadian Content in Strategic Federal Procurements, may apply to this requirement should a Statement of Capabilities be received in response to this Advance Contract Award Notice (ACAN) demonstrating that another supplier is capable of meeting the requirement.
Where applicable, any resulting solicitation documents will incorporate the relevant requirements of these policies, taking into consideration the nature, scope, and estimated value of the procurement, as well as any applicable thresholds and trade agreement obligations.
7. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
This procurement is not subject to the trade agreements.
8. SET-ASIDE UNDER THE PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS
This procurement is not subject to any set-asides for Indigenous Suppliers.
9. COMPREHENSIVE LAND CLAIMS AGREEMENT(S)
This procurement is not subject to a Comprehensive Land Claims Agreement.
10. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
An Advance Contract Award Notice is being used to validate the marketplace while mitigating operational and procurement risk. The supplier mentioned in the section below is the only known supplier that meets the mandatory criteria set out in the requirements description above.
Should DND receive a statement of capabilities from a supplier demonstrating, with verifiable evidence, that another supplier has secured equivalent resources, capabilities, ITAR TAAs, personnel qualifications, security, corporate experience and knowledge requirements that are set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids submitted by the potential bidders.
At the time of publication of this ACAN, DND/CAF is aware of only one supplier that has demonstrably secured and aligned all required components necessary to execute the full integrated scope within the required timeframe and in accordance with the requirements.
11. GOVERNMENT CONTRACTS REGULATIONS EXCEPTIONS(S)
Subsection 6 (d): only one person is capable of performing the contract.
12. EXCLUSIONS AND/OR LIMITED TENDERING REASONS
Limited tendering applies due to exclusive rights and absence of technical competition under applicable trade agreements.
13. OWNERSHIP OF INTELLECTUAL PROPERTY
Any intellectual property arising from the proposed contract shall vest with the Contractor.
14. THE PERIOD OF THE PROPOSED CONTRACT
The proposed contract is for a period of one (1) year from date of contract award. There will also be an option to extend the contract for up to two (2) additional option years of one (1) year each.
15. COST ESTIMATE OF THE PROPOSED CONTRACT
The estimated value of the contract, including options, is $5,000,000 (Applicable taxes extra).

17. SUPPLIERS’ RIGHT TO SUBMIT A STATEMENT OF CAPABILITY
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.
The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
18. CLOSING DATE
The closing date and time for accepting statements of capabilities is July 17, 2026 at 2:00 pm.
