A. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

B. Definition of the requirement
The Ontario Health Products Laboratory requires the supply and delivery of a custom combination Class II Type B2 biological safety cabinet tunnel to a negative pressure total exhaust isolator. This equipment will be used by the Ontario Health Products Laboratory for the handling of samples that contain hazardous substances.

C. For assessment of the Statement of Capabilities (Minimum Essential Requirements) the following must be met:

1.1. Specifications and Standards
The equipment must be in accordance with the following specifications. This will be verified and documented by Canada.
1.1.1. General

  • The Class II Type B2 biological safety cabinet (BSC) and the negative pressure total exhaust isolator are to be joined as a combination unit with all materials entering the cabinet through the biological safety cabinet.

1.1.2. Class II Type B2 Biological Safety Cabinet

  • Must be designed to the NSF/ANSI 49 - 2016 standard for Class II Type B2 biosafety cabinetry.
  • Must be listed by Underwriters Laboratories or another equivalent certification body to meet Canadian requirements for electrical and mechanical integrity.
  • BSC must have true laminar airflow inside the work zone, with a single pass flow through design where work zone air is drawn through the cabinet’s internal exhaust HEPA filter to building exhaust.
  • All contaminated ducts and plenums must be maintained under negative pressure or enclosed within a negative pressure zone.
  • Supply HEPA filter must cover full width and depth of work area, and must be covered with a protective metal diffuser.
  • Must be constructed from stainless steel of minimum thickness 16 gauge in an all welded, monolithic, sealed structure to eliminate cabinet and gasket leaks
  • Control panel must have a touch screen electronic display allowing access to all parameters
  • Control panel must display date and time and alarm set points for error conditions
  • Control panel must display inflow and downflow values in real time
  • Noise level must be no more than 63 dbA at 12 inches in front of viewing window.
  • Must include a fixed height base stand with leg levellers that supports the cabinet at a working height of 100.3 cm (39.5?)
  • Average air velocity from supply filter must be between 55 and 65 FPM
  • Average inflow velocity at work access must be in the range of 100 - 110 FPM when front window is open to a height of 20.3 cm (8?)
  • Must operate on an 115V, 60Hz electrical supply drawing a maximum of 15A.
  • Must include at least one duplex GFI electrical receptacle on the outside front faring
  • Must inlcude at least one service valves (e.g. for house air) inside the work area
  • Must have ?bag in bag out? capability for exhaust HEPA filter replacement
  • Work zone must have mininum depth 55.8 cm (22?), minimum width 177.8 cm (70?), and minimum height 63.5 cm (25?)
  • Front window must slide vertically between fully closed position (maximum 3.8 cm [1.5?] opening) and fully open position (minimum 45.7 cm [18?] opening)
  • Exhaust connection must include a manually operated gas-tight damper to isolate cabinet from building ventilation when necessary
  • Must be easily transportable through a stanard 91.4 cm (36?) wide door without disassembly

2.2.3. Total Exhaust Negative Pressure Isolator

  • Must have one chamber only with three glove ports (materials will introduced to the chamber through the tunnel from the Class II Type B2 BSC)
  • Must maintain a negative pressure within the work area relative to the surrounding room at all times
  • Must meet ISO 14644-1 Class 5 requirements for air cleanliness within the workzone
  • Must maintain laminar flow air supply at 16-19 air changes per minute
  • Must inlcude at least one service valve (e.g. for house air) inside the work area
  • Work zone must have mininum depth 66.0 cm (26?), minimum width 121.9 cm (48?), and minimum height 68.6 cm (27?)
  • Must operate on an 115V, 60Hz electrical supply drawing a maximum of 15A
  • Electrical cord must be a 3-wire cord at least 2.5m in length with a hospital grade plug
  • Must include a fixed height base stand with leg levellers that support the cabinet at a working height of 100.3 cm (39.5?)
  • Must include at least one hospital grade duplex electrical receptacle inside the work area (?interior receptacle?)
  • Interior receptacle must supply at least 3A
  • Interior receptacle must be equipped with drip-proof covers
  • Must have ?bag in bag out? capability for exhaust HEPA filter replacement
  • Must have one sharps container and one waste container built in below the work surface allowing for materials to be disposed from within the work area
  • All controls and montitors must be located in a central control panel in a position which can be viewed by someone while they are operating the equipment
  • Control panel must include a digital exhaust monitor system with high/low alarm setpoints
  • Control panel must include controls for adjusting supply airflow
  • Exhaust connection must include a gas-tight damper to isolate isolator from building ventilation when necessary
  • Must be constructed of stainless steel with all-welded pressure tight design
  • Cabinet workzone must be constructed from stainless steel of minimum thickness 16 gauge
  • Front window must be tempered glass
  • Front window must be hinged for access to the interior during servicing, with locking mechanism to seal the window during operation
  • Front window must be slanted 10-15° from vertical for optimal work with glove ports
  • Supply HEPA filter must cover full width and depth of work area, and must be covered with a protective metal diffuser.
  • All filter positive pressure plenums must be surrounded by a vacuum relative to the room
  • Must have separate fuse-protected circuits for the blower/lights and for the internal electrical receptacle
  • Must be listed by Underwriters Laboratories or another equivalent certification body to meet Canadian requirements for electrical and mechanical integrity
  • Must be easily transportable through a stanard 36-inch (914mm) wide door without disassembly
