TITLE: Canadian Out of Employment Panel (COEP) Survey
OBJECTIVE
The COEP Survey collects information to help monitor and assess the impacts of the Employment Insurance (EI) Program and other labour market policies. The information collected will be used primarily for evaluation analysis on ESDC EI Programs.
BACKGROUND
The primary objective of the COEP survey is to provide timely and detailed micro-level data so that ESDC can monitor and evaluate the impacts of the EI Program on individual workers and the national economy. The survey has been designed to collect a wide range of information including data on the demographics, employment history, job search activity, training activity, the collection of EI benefits, and household financial conditions of job-leavers.
The COEP Survey was previously collected on behalf of ESDC by Statistics Canada from 1995 to 2003 and by private contractors from 2004 to 2013. Individuals are surveyed approximately one year after they receive a Record of Employment (ROE) following a job termination.
The target population in the COEP survey is individuals aged 15 and over, living in one of the provinces and who had a “job separation” or a “break/change” in employment in the third quarter of 2013 (i.e. July 1 to September 30). For the purpose of the COEP survey, a “job separation” or a “break/change in employment” occurs when an employer issues an ROE with a date last worked within the specific time period.
SCOPE OF WORK
The contractor, in consultation with the Strategic Evaluation project team, will adapt the existing COEP survey questionnaire, develop an appropriate sampling frame, contact the selected individuals, conduct a telephone survey of roughly 30 minutes in length on average, organize the information into a computer database, calculate and document an appropriate set of weights, provide a report on survey response and any potential sample bias issues, and prepare a micro-data ASCII file.
The data collection is expected to be undertaken between August 2014 and February 2015 with job-separators of the third quarter (July to September) of 2013. The survey work in terms of weighting, response bias analysis, and creating the survey database must be completed by March 31, 2015 for the survey result dataset.
PERIOD OF CONTRACT
The Contract period, will begin on the date the Contract is awarded and until March 31, 2015
BUDGET
The maximum budget is $425,000.00, which includes $325,000.00 that is subject to a GST/HST amount of $16,250.00 and $100,000.00 that is not subject to GST/HST.
Incentive Payment for Respondents: $20.00 per completed interview up to maximum of 5,000 interviews - Max $100,000.00 is not subject to HST/GST.
