Public Works and Government Services Canada (PWGSC), on behalf
of the Interdepartmental Committee (IDC) on Household Goods
Moving Services (HGMS), has a requirement to conduct two surveys
with certain federal government employees:

  • The Government Employee Satisfaction Survey (GESS); and
  • The Claims Settlement Satisfaction Survey (CSSS).

1. BACKGROUND

The Department of National Defence (DND), the Royal Canadian
Mounted Police (RCMP) and Public Works and Government Services
Canada/Central Removal Service (PWGSC/CRS) form the
Interdepartmental Committee (IDC) on Household Goods Moving
Services (HGMS) for federal government employees. The IDC is
mandated by the Government of Canada to ensure that household
goods removals are performed in a cost-effective manner while
providing quality commercial moving services to federal
government employees.

The federal government administers approximately 11,000 to
14,000 moves of household goods within North America each year,
with most occurring during the summer months (1 June - 31
August). While the vast majority of these moves are done in
Canada, approximately 400 - 500 of these are done to/from the
U.S. Between 8,000 and 10,000 Canadian Forces members have
their household moved annually.

2. OBJECTIVES

The present requirement is to conduct surveys with federal
government employees that have been moved recently. This will
feed the Employees Satisfaction Index (ESI) and Claim
Satisfaction Index (CSI) and coupled with the Contractor
Compliance Index (CCI) information from the IDC which the
contractor will use to generate the Value Index (VI) adjusting
business distributed between the three firms on HGMS contract.

3. COLLECTION METHOD

DND requires a contractor to conduct two telephone surveys twice
a year with federal government employees. Specifically, the
contractor will conduct the GESS and the CSSS. (Questionnaires
are attached.)

The GESS is for moves which occurred in the current survey
period and the CSSS is for moves which occurred during the
previous survey period where the respondent indicated an intent
to file a damage claim.

The surveys are directed at federal employees whose moves of
household goods were paid by the federal government. The
surveys cover two periods:

· September 1 - March 31 (Spring survey); and
· April 1 - August 31 (Fall survey).

The Fall survey has a shorter period but reflects the higher
number of moves taking place during the summer months. The new
HGMS contract came into effect October 1, 2014. In the year of
implementation the Spring survey will be for the period from
October 1, 2014 - March 31, 2015 which is excluded from this
requirement. As per the term of the contract, the conduct of
the GESS and CSSS surveys will be required from April 1, 2015 to
September 31, 2017 inclusive during the initial 2.5 year period.

4. PROJECT TIME LINES

It is intended to award a Contract for an initial period of 2.5
years, plus 3-1 year options.

5. LANGUAGE REQUIREMENTS

The Contractor must be able to perform the work in English and
French. The Contractor shall conduct the interviews in the
official language of participants. Final reports are to be
submitted in English.
