1. Advance Contract Award Notice
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of the Requirement
Environment Canada, Canadian Wildlife Services, Northern
Conservation, located in Yellowknife, Northwest Territories has
a requirement for the supply and delivery of song meter acoustic
records. The song meter acoustic recorders must have a long
lasting functionality when exposed to harsh outdoor northern
weather conditions and continue to clearly record wildlife over
extended periods of time.
The monitoring of wildlife populations in the north is a
difficult task. Many species of wildlife that Environment Canada
monitors are hard to detect, therefore, require a field
biologist to remain at a site for long periods of time, which is
costly and time-consuming. Also, northern areas where
Environment Canada is required to conduct the monitoring are
very recluse and inaccessible and pose a health and safety risk
to employees. Therefore, the song meter acoustic recorders used
must be able to be deployed into remote areas in the Northwest
Territories via helicopter. The recorders must also be
programmable to operate at a specific time of day or night and
time of year, which cannot be done using human observers in the
field. The records must then be retrieved and the date logged
within them downloaded and analyzed. The song meter acoustic
records must also maintain the compatibility and consistency of
Environment Canada's current field equipment as other types of
units record different (distance and clarity, etc.), which
influeces detectability and does not meet Environment Canada's
national objective to standardize data collection.
The Wildlife Acoustics Cong Meter SM3 Acoustic Recorder is the
only known song meter acoustic recorder that meets this
requirement as well as maintains continuity of the data
collected and analyzed by Environment Canada. Wildlife Acoustics
is the sole supplier of the Song Meter SM3 Acoustic Recorder.

Wildlife Acoustics SM3
Quantity required: 205 recorders to be delivered on or before
March 31, 2015, with the option to purchase an additional 20
recorders on or before March 31, 2016.
3. Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement
of capabilities that its equipment meets the following
requirements:
The song meter acoustic recorders must:
3.1 Have a length (height) of less than 13 inches (33 cm);
3.2 Have a width of less than 8 inches (20.3 cm) and depth of
less than 2.6 inches (66cm);
3.3 Have a total weight (including batteries) of less than 7.25
pounds (3.3 kg);
3.4 Be powered by 4 internal D-size batteries or equivalent;.
3.5 Must have the capacity to be powered by lithium alkaline,
NiMH batteries, and can also be powered externally by 12 volt
batteries and solar panels;
3.6 Have a power consumption of 0.5 mW while on the "sleeping"
mode and 250 - 800 mW while recording;
3.7 Have recording settings to program recording periods that
allow to turn on and record for specified durations and then go
back on sleeping mode until the next recording period;
3.8 Must support up to four memory cards of different capacities
and all class four or faster SDXC or SDHC cards;
3.9 Have an operating temperature range from minimum -4°F to
122°F (-20 °C to 50°C.
3.9 Have the following recording format: 16-bit PCM .wav and
the possibility of .wac proprietary lossless compressed format;
3.10 Have a minimum of two built-in Microphones;
3.11 Have amplifier gain of 0 dB - 59.5 dB in 0.5-dB steps;
3.12 Have been used successfully in the boreal forest for at
least one (1) year.

5. Justification for the Pre-Identified Supplier
Wildlife Acoustics Inc. is the sole supplier of the Song Meter
SM3 Acoustic Recorder, which meets the technical requirements
that are necessary to record wildlife in isolated northern areas
and maintain the consistency and compatibility of data
previously collected and analyzed by Environment Canada.
6. Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts
Regulations is invoked for this procurement under subsection 6
(d) - only one person is capable of performing the contract.

The following exclusion(s) and/or limited tendering reasons are
invoked under the:

8. Delivery Date
All the deliverables are required on or before March 31, 2015.
9. Cost Estimate of the Proposed Contract
The estimated value of the contract, including option(s), is
$219,177.00 (GST/HST extra).

Suppliers who consider themselves fully qualified and available
to provide the services and/or goods described herein, may
submit a statement of capabilities in writing to the contact
person identified in this notice on or before the closing date
of this notice. The statement of capabilities must clearly
demonstrate how the supplier meets the advertised requirements.
12. Closing Date for a Submission of a Statement of Capabilities
The closing date and time for accepting statements of
capabilities is February 10, 2015 at 2:00 p.m. MST.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
