To establish a Regional Individual Standing Offer (RISO) with a
supplier on behalf of Environment Canada, Meteorological
Services of Canada, located at Downsview, Ontario. This RISO is
for the supply, manufacture and delivery of valve assemblies and
associated parts based on the "build-to-print" drawing packages
on an-as-and-when-requested basis. The estimated usage is
approximately 5 sets of valve assemblies per year. The standing
offer period will be 4 years.
Offerors must meet all the mandatory requirements in order to be
considered responsive.
Offerors must submit certifications and supporting documents in
its bid by bid closing date to demonstrate meeting the Mandatory
Technical Criteria. Basis of selection will be based on the
lowest-priced responsive offer.
Ownership of any intellectual property rights arising from the
performance of the Work under the resulting contract will belong
to Canada, on the following grounds: (6.5) where the material
developed or produced consists of material subject to copyright,
with the exception of computer software and all documentation
pertaining to that software.

The Crown retains the right to negotiate with suppliers on any
procurement.
