Full description

Foreign Affairs, Trade and Development Canada is seeking to establish a contract for the provision of elevator maintenance services at the Embassy of Canada in Washington, D.C.

The Embassy has five (5) Fujitec engineered and designed elevators which were installed in the late 1980s with Fujitec software. Four of the elevators are designed for passengers and one is for freight. Over the decades the elevators have been maintained and serviced regularly.

The Contractor will be required to furnish all necessary tools, equipment, materials and labour to maintain, inspect, test, provide software updates and/or upgrades and service for the elevating devices at the Embassy of Canada in Washington, D.C.

The equipment inventory at the Embassy consists of the following:
(a) Fujitec Elevator # 1
(b) Fujitec Elevator # 2 to # 4; Geared traction 3000 lbs. capacity.
(c) Fujitec Elevator # 5; Geared traction 4000 lbs. capacity.

The Contractor will be required to provide a callback service for regular maintenance on a twenty four (24) hours a day, seven (7) days per week basis at no additional cost.

The Contractor will be required to provide on-site emergency response for release of trapped passengers within thirty (30) minutes during regular working hour calls and within one (1) hour for after hour calls. For all other emergency calls, onsite response will be required within one (1) hour from receipt of call.

The contract will be for a period of one (1) year with four (4) option periods of one year each. The contract award date is tentatively set for January 1, 2015.

Evaluation of Price - Bid
The price of the bid will be evaluated in American Dollars (USD), Applicable Taxes excluded, FOB destination, customs duties and excise taxes included.

Basis of Selection
The responsive bid with the lowest evaluated price will be recommended for award of contract.

Optional Site Visit
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Embassy of Canada, 501 Pennsylvania Ave NW, Washington, D.C., 20001 on Tuesday, November 18, 2014. The site visit will begin at 10:00am Eastern Standard Time.

Bidders must communicate with the Contracting Authority no later than Monday, November 17, 2014 to confirm attendance and provide the name(s) of the person(s) holding a valid security clearance at the required level, who will attend. Bidders who do not confirm attendance and who do not provide the name(s) of the person(s) who will attend as required will not be allowed access to the site. Bidders will be requested to sign an attendance sheet. No alternative appointment will be given to bidders who do not attend or do not send a representative. Bidders who do not participate in the visit will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

The Crown retains the right to negotiate with suppliers on any procurement.
