Statistics Canada is looking to issue one contract to cover all of the sites identified.
Requirement
Statistics Canada has been conducting the Canadian Health Measures Survey (CHMS) across Canada since 2007. As part of the CHMS, scheduled maintenance operations are required to maintain the equipment in excellent quality of operation and safety.
Statistics Canada seeks a national company to provide on-site service and maintenance on 8 sites for the following equipment: laboratory fridge and freezers and their associated peripherals, the centrifuges, as well as to our Bard AC HVAC system.
The eight (8) planned locations for Fridge, Freezer and HVAC Maintenance would be Brockville ON, Hamilton ON, Argyle NS, Saguenay QC, Fredericton NB, Laval West QC, Thunder Bay ON, and Kitchener-Waterloo ON.
Evaluation Process
Bidders MUST meet all the mandatory requirements of the Request for Proposal (RFP). No further considerations will be given to bidders not meeting all the mandatory criteria. The mandatory criteria include:
M1 The bidder must demonstrate that they have been in business for a minimum of five (5) consecutive years providing repair and maintenance services of Fridge, Freezer, centrifuge and HVAC systems to various organizations within the last five (5) years
M2 The bidder must demonstrate that they have been providing repair and maintenance services at least five (5) times for each of the following items: Fridge, Freezer, Centrifuge and HVAC systems to various organizations within the last two (2) years, as indicated in the Statement of Work at Annex A.
The bidder must provide:
- Name of the organization;
- Brief Description of work performed;
- Day/Month/Year when the services were provided;
- Contact and Phone # of the contact.
M3 The bidder must identify in their proposal the name of the resource that will act as a Contract Manager/Liaison Officer between the provider and Statistics Canada and administer the Contract on the part of the provider.
The bidder must demonstrate that the proposed contact has a minimum of three (3) years experience in managing repair and maintenance services Fridge, Freezer, centrifuges and HVAC systems.
The bidder's proposal must include a complete résumé of the proposed contact which will support the skills/expertise being requested / offered.
Period of the Contract
The period of the Contract is from Date of Contract award to December 31st, 2015, inclusive.
Basis of Selection
Bidders meeting all mandatory requirements will be evaluated according to their financial proposal.
The Bidder with the Lowest evaluated price will be recommended the contract award.
Debriefings
After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
SOLICITATION DOCUMENTS MUST BE OBTAINED THROUGH BUY AND SELL.
