1. The purpose and explanation of an ACAN
An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on Buy and Sell, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
2. Rights of suppliers
Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes.

4. Definition of Requirements or Expected Results
- Estimation of location-specific incremental damage values across the nation for emissions of primary PM, PM precursors, and other pollutants that reflect different nationwide health endpoints.
- Estimation of temporal variability in incremental damage values to help assess effectiveness of policies that depend on time-of-day activities (electricity use and generation, transportation, urban planning, etc).
- Examination of the change in incremental damage of PM and other pollutants under expected changes in atmospheric chemical regimes due to future reductions in anthropogenic emissions through future emission scenarios.
- Demonstration of the use of incremental damage information in estimation of ancillary benefits of combustion-based greenhouse gas (GHG) controls due to associated reduction in pollutant emissions (i.e. co-benefits).
5. Minimum requirements
Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements:
a) Experience (at least 5 years) in conducting and publishing studies of air pollution modelling using Community Multiscale Air Quality Model (CMAQ), as well as proven expertise in the development of modelling tools for CMAQ and generating air pollution surfaces for Canada using CMAQ.
b) The supplier must have ownership of, or access to the required information to generate air pollutant emission ((NOx, SOx, PM, VOCs) and meteorological information for Canada and the United States necessary to create seasonal and annual air pollution surfaces with national coverage of Canada using CMAQ with a 12 km grid.
c) Ownership of, or right to use, an adjoint of the US EPA CMAQ model that is capable of forward (decoupled direct method) and backward (adjoint) sensitivity analysis for gaseous pollutants whereby the model provides simultaneous sensitivity information about specific receptors with respect to all sources and parameters. The model must also be amalgamated with Health Canada’s marginal damage estimation software (Air Quality Benefit Assessment Tool) in order to calculate incremental benefits associated with emission sources.
d) The supplier must have the in-house expertise and capacity to extend the adjoint model to address fine particulate matter and carry out the work specified in Section 4.
6. Reason for non-competitive award
As per Section 6 of the Government Contracts Regulations (Treasury Board Secretariat Contracting Policy, Appendix B) or the limited tendering is only one person/ firm capable of performing the contract.

9. Period of the proposed contract
The services of the Contractor will be required from contract award for approximately (two years); the expected completion date of this project is the fifteenth, February, 2016.
10. Estimated value of the proposed contract
The total estimated value of the proposed contract should not exceed $160,100 including travel and living expenses (if applicable), and all applicable taxes.@
