Description of the Requirement:
The work consist of the implementation of the Accrual Budgeting Approach to fund for PSPC capital assets. Accrual Budgeting consists of the use of accrual accounting measures in the budgeting process and it entails planning on an accrual basis. It is a different way to fund projects with a Capital Vote Component:
-It provides an accrual budget (based on amortization) rather than a cash budget (year-to-year expenditures);
- It is an extension of accrual accounting, which focuses on expenses rather than cash;
