of 2015-05-19at2pmEDST A debriefing or feedback session will be
provided upon request to bidders who bid on the previous
solicitation
This request for proposal is to supply and deliver to Statistics
Canada Cryogenic Labels as per the Annex A Statement of Work
(SOW).
First Delivery is to be by November 6, 2015.
Contract expires December 31 2016 with two (2) one (1) year
options to renew.
PROPOSALS NOT MEETING ALL OF THE MANDATORY REQUIREMENTS WILL BE
CONSIDERED NON RESPONSIVE AND GIVEN NO FURTHER CONSIDERATION.
There is no security requirements associated with this
requirement.
As per the Integrity Provisions under section 01 of Standard
Instructions 2003, bidders must provide a list of all owners
and/or Directors and other associated information as required.
Refer to section 4.21of the Supply Manual for additional
information on the Integrity Provisions.
For services requirements, Bidders must provide the required
information as detailed in article 2.3 of Part 2 of the bid
solicitation, in order to comply with Treasury Board policies
and directives on contracts awarded to former public servants.
The requirement is subject to a preference for Canadian goods
and/or services.
Comprehensive Land Claims Agreement(s) (CLCAs) are not
applicable to this procurement.
Basis of Selection A bid must comply with the requirements of
the bid solicitation to be declared responsive. The responsive
bid with the lowest evaluated price will be recommended for
award of a contract.
4.1.1 MANDATORY REQUIREMENTS
M.1 CORPORATE EXPERIENCE
The Bidder must demonstrate that it has been contractually bound
for at least two (2) contracts to an external* client (outside
of the Bidder's own company) to provide Cryogenic Labels.
At least one (1) contract must have been to provide a minimum
quantity of 100 rolls of a minimum of 150 sheets that contain
Cryogenic Labels, and were delivered in a single shipment to at
least one destination.
The Contract must have been completed since April 1, 2012.
During the evaluation no corporate experience gained through
internal** clients will be accepted or reviewed.
The Bidder must provide the following information for each
contract:
i) the quantity of Cryogenic Labels provided by the Bidder;
ii) a description (not just a name/ title) of the Cryogenic
Labels provided by the Bidder must include
a) the number of sheets contained in the roll;
b) the number of labels across;
c) the environmental and temperature condition range that the
labels can endure for a period of time.
d) Period of time that these labels are able to be in storage
iii) Number of rolls in a single shipment;
iv) how many shipments made on this contract;
v) the completion date of the Contract;
vi) the Client information for the Contract
M.2 Label Specification
The Bidder must provide a specification sheet describing the
Cryogenic Labels that will be used to fulfill this requirement.
These specifications must demonstrate that the labels will meet
the following criteria:
1. The environmental and temperature conditions:
1.1. The labels must be able to continue to adhere in wet or dry
conditions,
1.2. The labels must be able to withstand and adhere with
temperature extremes of +25C to -86C. (C =Celsius)
1.3. The labels can be applied to vials already frozen in liquid
nitrogen or dry ice.
2. labels longevity:
2.1. The labels must be able to withstand and adhere through
all stages and life of the process for a minimum of 30 years of
storage.
- "External client(s)" is defined as clients exterior to the
Bidder's own legal entity (or joint venture partnership) and
excludes the parent, subsidiaries or other affiliates of the
Bidder.
** "Internal client(s)" is defined as clients within the
Bidder's own legal entity (or joint venture partnership) and
includes the parent, subsidiaries and other affiliates of the
Bidder.
