Description of the requirement:
The Minister of Health announced the Canadian Drugs and Substances Strategy (CDSS); a comprehensive, collaborative, compassionate and evidence-based approach to drug policy. The Government is committed to ensuring that its policies under the CDSS are based on a strong foundation of evidence, including data related to morbidity, mortality and harm reduction policies, program and interventions. A strong evidence base enables the Government to better provide early warnings, identify trends, target interventions, monitor impacts and support decisions. While some aspects of Canadian drug surveillance and monitoring are well-developed, other key elements are missing to provide comprehensive, robust and timely data on, for example, drug-related deaths or use of new psychoactive substances and opioids. An enhanced monitoring and surveillance model is required to ensure a more systematic and sustained data collection effort in Canada. Internationally, other jurisdictions have adopted a reporting and analysis model generally referred to as a National Drugs Observatory (NDO) in response to reporting and policy development needs. The concept of a NDO is a best practice model for developing national level drug data collection on key aspects of drug use and harms, accompanied by data analysis and dissemination of information. While Health Canada and other organizations, federally and provincially/territorially, as well as regionally and locally currently perform some of these functions, Canada lacks a recognized central focal point that acts as a hub. While National Drugs Observatory (NDO) and Canadian Drugs Observatory (CDO) are both used in the current document, there exists a distinction between these two terms. Whereas NDO refers to the general concept of a drugs observatory and drugs observatories at large, the term CDO refers specifically to the Canadian Drugs Observatory and the functioning of a drugs observatory within the Canadian context. Health Canada is currently considering models for creating the CDO. To this end, Health Canada is contracting out a feasibility study and development of a business case.
