1. Requirement Summary
The primary objective of the work described herein is to study the feasibility of determining past funded project participants’ contact with the criminal justice system. The Contractor will be required to write a report that must respond, at a minimum, to the following questions:

Can PS retrospectively obtain personal identifier information from non-governmental organizations and other relevant institutions (i.e. police)?
Can PS link past participants with existing databases to obtain information about arrest and conviction rates?
Is it possible to identify a counterfactual to ensure PS can identify differences between the contact rates of funded at risk participants and similar at risk youth who did not participate in funded crime prevention interventions?
Is it possible to determine to what extent PS funded crime prevention projects contributed to changes in participants’ long term criminal justice involvement?
Is it possible to identify what types of projects contributed to greater impacts on preventing participants’ criminal justice involvement in the long term?
Can it be determined what type of offenders benefitted most from prior crime prevention project funding?
Is it possible to identify what types of criminogenic risk and protective factors changed the most as a result of PS funded crime prevention projects?

For the purposes of this study, the concept of retrospective relates to the review of files and prior funded participants who have left the NCPS funded program between two to eight years ago. This would mean that the study would include participants who left the NCPS program at any time between 2008 and 2015. This would also mean that it would be necessary to obtain data related to their criminal justice system involvement up to eight years beyond project participation. The aim is to start the retrospective review as early as 2007/2008—this was the start of the repositioning of the strategy and the evaluation strategy began to be more stringent at this time. For the feasibility phase, selected projects will be considered to help clarify the methods and collection processes.

5. Enquiries – solicitation stage
All enquiries must be submitted in writing to the Contracting Authority no later than 5 calendar days before the bid closing date. Enquiries received after that time may not be answered.
Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada.
It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid.
A request for a time extension to the bid closing date will be considered provided it is received in writing by the PS Contracting Authority at least five (5) working days before the closing date shown on page 1 of this RFP document. The request, if granted, will be communicated by www.BuyandSell.gc.ca at least two (2) working days before the closing, showing the revised closing date. The request, if rejected, will be directed to the originator at least three (3) working days before the closing date by the PS Contracting Authority.
