Mandate of Elections Canada:
The Chief Electoral Officer of Canada, an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The Chief Electoral Officer of Canada heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
Background:
For the Data Quality Control Study (DQCS), electors are contacted to confirm their information on the National Register of Electors(NRoE). Data from the study is used to produce measures of the quality of the NRoE and to update its information. These independent measures from the study are used to benchmark the measures from the Quality Model.
The first national implementation took place in June 2006. That study used a sample of 30,800 electors selected from the NRoE. The strategy was to search for a phone number and call everyone possible, then to send letters from the CEO by Registered Mail if a phone number could not be found or they did not answer the phone. Respondents were given the option to complete an interview by phone or to answer a questionnaire on the Web. All returned mail from Canada Post was collected, since it provided additional information for this study. Overall results confirmed that some 94% of all eligible electors in Canada are in the Register (coverage) and that some 83% of them are listed in the Register at the correct residential address (current). These are essentially identical to the quality measures published from the quality model.
The second and third national implementation followed the same methodology as the 2006 study, with two exceptions: larger samples of electors were used to improve estimates at the ED level; and, in the event of a general election being called during the study periods, the national studies would have been terminated.
For this iteration the sample will be increased to 42,250 and an Introduction Letter will be mailed out to everyone in the sample before the contact phase of the study begins. Data collection will take place from early October to mid-November. Results will be analyzed and integrated with estimates from the quality model in November 2014.
Description:
The objective of this study is to provide an independent assessment of the quality of information in the NRoE. In addition to coverage and currency, the study provides information about deceased, duplicate electors and non-Canadian citizens, as well as electors who have moved.
The quality model was designed to measure the quality of the NRoE. Presently, three measures of the quality of the NRoE are produced; coverage: the percentage of people in the electoral population who are on the list, currency: the percentage of people in the electoral population who are on the list and at the correct address, and accuracy: the percentage of registered electors listed at their correct address.
The need for an independent source of data to benchmark the quality model estimates was identified: a mechanism to tie the quality estimates to reality.
Period of the Contract:
The term of the contract will be from the effective date of the contract to August 31, 2016. The Bidder grants to Elections Canada the irrevocable option to extend the Term of the Contract by three additional periods of one year each under the same terms and conditions.
Evaluation Methodology:
Bids will be evaluated in the following progressive stages:
Proposals which fail to achieve the requirements specified in the RFP for Phases 1, 2, or 3 will be deemed non-responsive and given no further consideration.
Neither the responsive proposal obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive proposal with the highest combined score (technical and financial) will be recommended for award of a contract.
International Trade Agreements:
The requirement is not subject to any trade agreements.
