The Department of Foreign Affairs, Trade and Development DFATD requires professional services to complete the evaluation of Volunteer Cooperation Program (VCP).
The specific objectives of the evaluation are the following:
- Evaluate the relevance and sustainability of VCP results and impacts for beneficiaries, local partners, and Canadian public;
- Assess the efficiency in terms of value for money of the VCP;
- Provide overall findings, conclusions, recommendations and lessons, including from the Covid-19 pandemic related flexibility measures, in order to
inform the ongoing implementation of the program and future program design.

1 x 2.12 Evaluation Services Consultant - Senior – 100 days
1 x 2.14 Subject Matter Expert – Intermediate – 50 days
The requirement is intended to result in the award of one (1) contract for a period of thirteen (13) months from contract award date.
