Electrical Power Assessment & Options Analysis and Lighting Upgrade - Hay River, Northwest Territories The User Department referred to throughout the TOR is Fisheries and Oceans Canada (DFO). The Canadian Coast Guard (CCG) currently operates under DFO, but will transition to the Department of National Defense (DND) by 1 April 2026. User Department’s Need: The project consists of two components: (1) electrical power including shore power assessment/upgrade and (2) lighting assessment /upgrade.
