Full description

The Department of Fisheries and Oceans Canada has a requirement for a review of the voluntary salmon troll licence retirement program following its commencement two years ago. The contractor will provide feedback on the results of the program’s key objectives and provide recommendations as appropriate to improve program performance.

As a result of the Pacific Salmon Treaty (PST), between the Canada and the United States, the United States provided Canada with funding for “a fishery mitigation program designed, among other purposes, to reduce effort in its commercial salmon troll fishery.”

The voluntary permanent Licence Retirement Program has the funding, for removal or disposal of derelict and abandoned vessels arising from the Licence Retirement Program for commercial salmon troll licences from Areas F, G and H of the commercial salmon troll fleet was commenced on December 20, 2011.

The retirement program was planned for multiple retirement opportunities over an initial 2 year period subject to remaining mitigation funds; with a review to be conducted once the
December 2013 round has been completed. The Department is continuing to conduct retirement opportunities in 2014 while the review is conducted.

The contractor will undertake a review of the PST Voluntary Salmon Troll Licence Retirement program conducted beginning in 2012 and currently on-going in 2014 and assess its results relative to the program’s key objectives.
