TASK Based Professional Services (TSPS) Requirement

This requirement is open only to those Supply Arrangement Holders who under E60ZT-18TSPS who qualified under Tier 1 for the following category(ies):
Stream: 3. Project Management Services Stream
Category: 3.3 Project Leader/Executive
To facilitate this process, ISED has chosen to include a list of suppliers, pre-qualified in the above-mentioned Stream 3 and Category 3.3, in Appendix A.
Only selected TSPS SA Holders who are pre-qualified suppliers currently holding a TSPS SA under the E60ZT-18TSPS series of SAs are invited to compete. The pre-qualified suppliers may not submit a bid in response to this bid solicitation unless they have been invited to do so (formally or informally through Appendix A of the NPP). Otherwise, the submission will not be considered. However, should an uninvited pre-qualified supplier wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to two (2) working days before the published bid closing date, and an invitation will be made to that pre-qualified supplier unless it would not be consistent with the efficient operation of the procurement process. In no circumstance will such an invitation require Canada to extend a bid closing date.
Pre-qualified suppliers that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid.Any joint venture must be already qualified under the E60ZT-18TSPS series as that joint venture at the time of bid closing in order to submit a bid.

The Request for Proposal (RFP) will be emailed directly from the Contracting Authority to the invited pre-qualified suppliers.
Description of the Requirement:
Innovation, Science and Economic Development (Canada (ISED has a requirement for Professional services (Project Leader/Executive) under the Task and Solutions Professional Services (TSPS) method of supply which specifically covers requirements for above the CKFTA threshold (including taxes, travel and living, amendments, etc.). The work to be performed is detailed under Annex A-Statement of Work of the RFP.
Level of Security Requirement:
There is no security requirement applicable to this requirement.

This requirement is subject to the provisions of the Canadian Free Trade Agreement, Canada-Chile Free Trade Agreement, Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-Colombia Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada - Honduras Free Trade Agreement, Canada - Korea Free Trade Agreement, and Canada - Panama Free Trade Agreement, Canada–Peru Free Trade Agreement, Canada-Ukraine Free Trade Agreement, and World Trade Organization–Agreement on Government Procurement (WTO-GPA).
Proposed period of contract:
The initial period of contract is from Contract Award to March 31, 2021 inclusive. The option period from April 1, 2021 to September 30, 2021 inclusive.
Estimated Level of Effort:
The estimated level of effort of the contract will be up to 127 days for the initial period and up to 123 days for the option period.
